| Agriculture is the basis of the national economy. So, the development of the agriculture concerns whether our country's national economy can realize the sustainable development. In the Party's 16 session of Fifth Plenary Session, the party has put forward the great historic task of socialism new countryside construction, the general requirement of which is "The production development, wealthy life, the civilized local custom, the village accommodates neatly, management of democracy". This gives clear instruction for the future development of the countryside. What should the new countryside be, the Central Party Committee has planned. But how to build the new countryside, it only gives some guidance opinions. Different places should make the action of construction in accordance with their actual situation and implement specifically.Through collecting the information, researching the literature and studying on the spot, this article combines the actual situation in Anhui province; arrange the theory with new countryside construction. This article makes suitable model and methods for the newcountryside construction in Anhui province. From four direct reasons-------optimizationof the industrial structure, Expansion of the production field, enlargement of the production field ,Construction of scientific and technological service system ,and three indirectreasons-----Infrastructure construction, rural social security system and agriculturalproduction insurance system construction, and the management system construction of the democracy in grass-roots units ,this article gives a theoretical analysis for the new countryside construction and makes suggestions.The new courtside construction is a systematic, long-term, and complex project. Thus we should make a set of complete, overall and scientific evaluation system in order to move forward and pay attention to actual efficiency. On the basis of the new countryside construction theory in Anhui province, this article uses the method of theory analysis, frequentness and expert consulting, with the demand of the new countryside construction in our country. From one general purpose-build the new countryside, two sub purposes- fulfill the demand of the production development and life improvement; it chooses fifty individual index and gives an outline of the evaluation system of the socialism new countryside instruction.
