The Study On The Evaluation Of Beautiful Countryside Construction

With the push forward of reform and opening up, our country’s industrialization and urbanization develops rapidly, a large number of rural labors moved to the urban area. This result in the rural area’s development become slowly and even stagnant for a long time. The gap in resident income and public service between urban and rural area is increasing. The construction of "Beautiful Countryside" can not only improves the environment and public service in the rural area, raising farmers’main body status, but also increases the peasant’s income and agriculture’s development, narrow the wealth gap between rural and urban areas, practically promoting peasant’s satisfaction and well-being degree.This paper studies the beautiful countryside from the following three parts:The first part, research on theory and practice:combing the relevant theory of beautiful countryside at home and abroad. the paper defined the concept of beautiful countryside. The beautiful countryside means coordinate development of economic, political, cultural, social and ecological civilization, scientific planning, producing development, wealthy life, polite phenomenon, clean and tidy appearance and democratic management. Meanwhile, summarize and analyze the foreign(including Korea, Japan and other countries) and domestic(including Anji、Huzhou Anguo and other areas) beautiful countryside construction practice, get experience from the construction of the beautiful countryside.The second part, index system construction:Through the research on evaluation index system of China’s existing beautiful rural construction, we found that the current evaluation system has some defects in data acquisition, evaluation method and application scope. Based on these defects, starting from economy, culture, environment, human settlement, support system, the paper established 30 indices for the construction of the beautiful countryside, Using "Analytic Hierarchy Process", we marked on the 30 indices and determined the weight of the index, the highest score and the score standard.The third part, empirical research:by using the evaluation index system,evaluate scoring of the construction of the beautiful countryside of Situ village in Baoding, analyze Situ village beautiful village construction level. Meanwhile, aiming at the defects and shortcomings in the construction of the Situ village beautiful countryside, the paper put forward some practical and feasible policy recommendations, hope eventually build up a beautiful countryside with a better economic development、better natural environment、better living life、better cultural heritage and better innovative system...
