Since the start of the era of knowledge-based economy, knowledge-based enterprises are representing an ever larger proportion of China's economic structure, and their functions which promote economic to develop sustainedly and rapidly have become increasingly evident, then they have become the most vitality one of the core unit of social organization. Knowledge and knowledge-based technological innovation is the source of value-added business value of knowledge-based enterprises. As the carrier of knowledge and the key subject of innovation activities, the capacity and efficiency of innovative work of knowledge-based employees is the final decisional force of a knowledge-based enterprise's core competitiveness, and that is relating to the success or failure of the enterprise.However, due to the unique personality and the special nature of their work, resulted the direction, process and results of innovative work of knowledge-based employees were difficult to be grasped. Therefore, there are the keystones and difficulties of knowledge-based enterprises'day-to-day management: how to assess the knowledge-based employees and their work more efficiently; how to stimulate the creativity of staff, to improve their business loyalty and job satisfaction through improving the performance management; how to guide and motivate the knowledge-based workers focus on the key mission of the enterprises'strategic planning more efficiently.The article analyzed the characteristics of the knowledge-based enterprises, and the phenomenons that it's inadequate and ineffective of the knowledge-based enterprises'performance management firstly. Then, the strategy-oriented performance management system and its related theories are introduced to analysis the very significant meaningful and social value to build strategic-oriented performance management system in a knowledge-based enterprise. Finally, analysis a knowledge-based enterprises—TS to demonstrat that the feasibility and the applied value of constructing the strategy-oriented performance management system in a knowledge-based enterprises.Looking at the results of the researches on the past, there are many of them reaches about the strategy-oriented performance management system and the construction of it. But the specific research on how to construct the strategy-oriented performance management system in knowledge-based enterprises is rare. Using the Balanced Scorecard, key performance indicators, level of analysis tools, combining with case study and survey to explor the approach and the concrete steps about how to construct the strategy-oriented performance management system in a knowledge-based enterprise initially. And I wish this thesis can provide some practical reference values to the developing knowledge-based enterprises and their business managers.
