With increasing competitions, in order to ensure survival, a number of small enterprises strictly control operating costs, they will not arbitrarily increase the number of staff. On the other hand, they often undertake heavy tasks with limit time. To meet customers' requirements, the phenomenon of resources conflict often appears in project management of small businesses. That is, during the course of a project, some special resources and key resources (such resources are usually human resources with stronger ability or special skills in IT enterprises) are assigned to another project suddenly, so the former project has to be interrupted until the second enters another phase or is completed, and it usually results in a failure of the first project.In this paper, through careful analysis, case studies and practices it finds a series of methods to reduce or prevent impact on projects because of resources conflicts. These methods include: detailed WBS, identified modules priority and key missions, focus on communications among key resources and other resources, setup of the buffer zone, concerns on the critical path and strict alteration process.In the mobile police information-based projects of Public Security Bureau of Xi'an City, these research methods apply with well effects, which bring the successful completion of the project on the circumstances that key resources have been occupied. With resource conflict in lots of small enterprises, so the project plan based on the resources conflict has great meaning. I believe the new method of making project plan will reduce the negative influence of project and improve the success rate.
