| Along with the continuous development of the theories and practice of the project management, the research focusing multi-project management has already become the new topic and important contents of the project management area, and it also has become the actual challenge that lots of enterprises must face.Many domestic and international scholars have already launched research and investigation, and has obtained certain fruits.In the software multi-project circumstance, it is a key problem to allocate human resources in multi-project. Presently, many experts and scholars set up mathematic model to resolve this problem,but this kind of models require some assumptions and premises in advance, then carrying on mathematics calculation to solve the model. It provides a theory frame as well as a practice guidebook to realize reasonable allocation of human resourses in multi-project.The paper has two core parts that studying allocation of human resourses and sharing knowledge among organization respectively. At first, the paper researches following aspects: the requirement of allocation of human resourses in software multi-project management; current problems and it's reasons; the characteristics of software projects and the characteristics of human resources as a kind of special resources. Based above analysis on research background, the paper brings forward the strategy of allocation of human resourses in software multi-project management that includes following points: evaluate the multi-project's priority; establish high quality project plans; build up a model in which human resources compete to obtain the work.For resolving the problem betterly,it also needs implementing knowledge share and so knowledge can be stored, spread, exchanged and used again and again throughout the organization. It lay foundation for allocating human resources reasonably and conveniently.
