| Enterprise transformation is becoming a hot topic for telecommunication industry in recent years. To fixed network operators, the transformation is especially urgent, with their various external pressures such as technique, fee, commercial model and industry policy. In China, two major fixed network operators have both proposed transformation strategies and put in practice respectively. Under this background, how to evaluate the strategy in effect becomes a practical demand and important investigative issue.Learning about performance assessment theories and focusing on the transformation of definition, characteristics and driving factors, this dissertation established an assessment model based on Balanced Score Card and EVA . With the applying of several evaluation approaches, the system of model is built up. And then the dissertation described the components of the assessment model in detail and presented the assessment systems for transformation result, transformation course and industry potential. In addition, weight determining, synthesis assessment approach and matching analysis were introduced. |
