Enterprise transformation is becoming a hot topic for telecommunication industry in recent years. To fixed network operators, the transformation is especially urgent, with their various external pressures such as technique, fee, commercial model and industry policy. In China, two major fixed network operators have both proposed transformation strategies and put in practice respectively. Under this background, how to evaluate the strategy in effect becomes a practical demand. This dissertation established an assessment model called MRCP based on Balanced Score Card, EVA and Integration Performance Management. With the applying of several evaluation approaches, MRCP was then employed to evaluate the implementation result of transformation strategy for subsidiary companies of a given operator.MRCP took enterprise value enhancement as the evaluation object of transformation result, and then analyzed from four perspectives including steadily growth, structural adjustment, transformation risk and competition influence. In order to perform a fair comparison, MRCP took into account the industry potential variance among different provinces and set up a sub model named IOEG for that consideration. With our matching analysis between transformation result and industry potential, an index array of transformation efficiency was obtained based on a improved Data Envelopment Analysis match model, and this index array was utilized to sort order for all evaluation objects. Meanwhile, MRCP also assessed transformation course and carried out matching analysis between transformation course ( MRCP) and transformation result, which was used to select exceptional provinces to make further diagnosis.The dissertation described the components of MRCP in detail and presented the assessment systems for transformation result, transformation course and industry potential. In addition, weight determining, synthesis assessment approach and matching analysis were introduced. An empirical analysis of MRCP for a given operator was performed based on its real world business data to demonstrate the implementation of MRCP model.The dissertation consisted of seven chapters and the main contents of each chapter were depicted as follows: Chapter 1 introduced the related concepts of strategy transformation for telecommunication enterprise and educed the research requirement for transformation assessment. A brief introduction of internal management performance assessment was proposed and transformation assessment was taken as one of the valuable performance assessments. The research objective, content and contributions were all summarized at the end of this chapter.Chapter 2 introduced the background of transformation of telecommunication operator. The causes for transformation were summarized from both external and internal views. This chapter also presented the commercial models and current situations of both foreign operators and domestic operators.Chapter 3 firstly described the theoretical foundations for internal management performance assessment, and then gave a survey about research phases as well as outstanding models.Chapter 4 established MRCP model for transformation implementation assessment and its sub model called IOEG for industry potential assessment. Three assessment systems respectively for transformation result, transformation course and industry potential were introduced. Aims for two kinds of matching analysis were explained.Chapter 5 focused on the general applying steps for various evaluation approaches in the implementation of MRCP, including raw data processing, weight determining and synthesis assessment approach. Two kinds of matching analysis were presented in detail.Chapter 6 showed an empirical analysis. based on a given operator's real business data. The main content was the key calculation processes in assessment.The last chapter summarized the research contents and pointed out the shortcomings of this dissertation. Further work directions were also revealed.
