After a long-term investigation, the author learns that the root source of problems existing in china clothing enterprises is especially human resource development of the middle management. It severely influences the development of clothing enterprises and the realization of the Second Leap. Therefore, it is necessary and practical to make research on development strategy of the middle management of clothing enterprises.The author firstly investigates twenty clothing enterprises and based on this investigation relatively deeply understands and analyzes the present situation, effectiveness and existing problems of human resource development of the middle management of clothing enterprises by using cascading analysis method and descriptive statistics method. Then on the basis of the former theories and successful experiences and by using theoretical research method and comparative research method the writer puts forward that the stress of human resource development of the middle management of clothing enterprises is to develop their implementing capability, loyalty, creativity and job satisfaction. Following that, the author brings up that the way to realize the human resource development of the middle management of clothing enterprises is incentive (including job incentive,salary incentive and cultural incentive), combination of quantitative and qualitative and making it systematic and concrete. Finally, the author cites the case of Hunan ISUNTE Garment Co., Lid to concretely analyze and explain combined with theories and practices so as to make this research more targeted and practical.
