Management communicationa,the lifeline of the organizations,closely links up various elements inside to outside.It has an important impact on enhancing the organizational efficiency and ensuring the operation of organizations in order.It's the necessary means to coordinate the various systems in the organization,alleviate contradictions in the organization,and solve the conflict in the organization and it's the effective approaches to transmit information,and implement effective incentives.The management communication theory is widely used in business management and has gradually been introduced into the field of public department management.Enhancing the effectiveness of management communication in public department becomes a natural choice.However,our country pay little attention to management communication in public department,especially for ineffective communication leading to larger issues. During the transition of the social management systems,Management communication has exposed many inadequacies,and disadvantage to improving administrative efficiency and building a harmonious society.In this paper,the author studies on the lack of effective communication in public department and raises the basic principles and measures proposed to improve the effective management communication in public department.The paper includes three parts.Which are as follows:The first part interpretes the relevant theories of effective management communication in public department,including the public department,management communication,effective management communication,other basic concept and the factors that impacted effective management communication and the importance for effective management communication.The second part is the analysis of the current situation of effective management communication in public department with Comprehensive Review and raises the performance and the main causes of lacking effective management.The author believes that the inadequate performance at this stage of China are shown in five main areas. Namely,the interaction between the main communications is not strong;Administrative and formal information systems is very high,and the means of communication is backward.Alienation is more serious in the public department badly linked to the outside public,so the public satisfaction is not high.At the same time,the paper is also analyzed from the public department and the public,safeguards,structure.The last part suggests that the basic principles and the main measures to promote the effective management communication in public department Firstly,adhere to the people-oriented and overcome ideological and official ideas;Secondly,build the model of e-government communication,and change the traditional administrative information communication;Thirdly,perfect the legal system in our country and to raise public satisfaction;Fourthly,pay attention to verify the feedback and establish an independent feedback department.The innovations or characteristics of this paper are shown as follows:Firstly,the author makes the communication effectiveness of public department management issues the subject,and study the ineffective communication's factors impacting on the public department and the public,especially,the effectiveness of communication between the public department and the public.Secondly,the study keeps up with the times forefront of the study and there is more practical significance.In this paper,the author provides "people-oriented" value of public department management under the new mode of communication,such as e-government model--timely and effective communication of the information feedback mode.
