Study On The Evaluation System Of Enterprise Independent Innovation Ability

With the trend of globalization of economy and science and technology, independent innovation has become a key factor which determines the competitiveness of enterprises, industry, region and nation. "National Long-term Scientific and Technological Development Plan (2006-2020)" points out the need of implementing the national strategy of enhancing the independent innovation ability to all aspects of modernization, to various industries and regions. It also points out the need of improving the national competitiveness greatly and making our best efforts to build China into an innovation-oriented country with international influence. As the central tache of adjusting the economic structure, changing growth structure and improving national and regional competitiveness, enhancing the independent innovation ability has increasingly become the focus of academia and industry.Based on the theories of enterprise independent innovation ability, this thesis firstly explores the connotation, extension, elements and influencing factors of enterprise independent innovation ability. Then it builds the evaluation index system of enterprise independent innovation ability and applies it to evaluate the enterprise independent innovation ability of the typical enterprises in "Optics Valley of China". The thesis has 48,000 words in total and includes 9 figures and 19 tables.This thesis argues that the theoretical foundation of enterprise independent innovation ability mainly includes technological innovation theory, independent innovation theory, competitive advantage theory and comprehensive innovation management theory. Technological innovation theory is the theoretical origin of the theory of enterprise independent innovation ability. Technological innovation not only involved in the entire process of enterprises independent innovation and ultimately determines the value growth of enterprise, but also is an important approach to change the ways of enterprises economic growth and realize the improvement of enterprise independent innovation ability. Independent innovation theory is the core theory of the theory of enterprise independent innovation ability. The three main modes of independent innovation (original innovation, integrated innovation and introduction, absorption and improvement of innovation) are significant to the study of the innovation forms of the enterprise independent innovation ability. The four basic elements and two important variables put forward by competitive advantage theory are the theoretical background of analyzing the external environment of enterprise independent innovation. Comprehensive innovation management theory provides the theoretical support for the study of enterprise independent innovation ability from the perspective of innovation process.Combining the managerial and economic theory and previous research accomplishment, this study creatively bring forward the definition of enterprise independent innovation ability from the perspective of innovation process after in-depth analysis of three different point of view. It points out that the enterprise independent innovation ability is a comprehensive capacity which is based on integrated use of enterprises' internal and external resources, through the original innovation, integrated innovation, or the digestion and absorption of imported technology to obtain independent intellectual property rights, and through manufacturing, marketing and other innovation activities to eventually obtain the market innovation return and realize the value of innovation. Hence it concludes 14 influencing factors of enterprise independent innovation ability from three levels: the enterprise internal environment, the external market environment and legal and policy environment. The enterprise internal environment contains enterprise strategy, mechanism, entrepreneurship, forms of organization, research and development funding, innovation talents and marketing capabilities. The external market environment includes social needs, consumer preferences, competitors and market competition. The legal and policy environment is composed by financial and tax policy, financial policy and intellectual property rights policy. After that, the thesis points out that there are six major elements of the enterprise independent innovation ability, namely the innovation research and development ability, manufacturing ability, marketing innovation ability, the ability to achieve the innovation value, internal innovation management ability and external environmental innovation ability. According to the basic connotation and extension of enterprise independent innovation ability, this thesis constructs an evaluation index system of the enterprise independent innovation ability. Evaluation index system mainly contains six main factors indicators which are the innovation research and development ability, manufacturing ability, marketing innovation ability, the ability to achieve the innovation value, internal innovation management ability and external innovation environmental ability as well as 22 sub-indicators. Subsequently, we build the assessment model of the enterprise independent innovation ability using fuzzy evaluation method. Finally, this thesis establishes the empirical research of the 20 typical enterprises in "Optics Valley of China", analyzes the overall and individual enterprise independent innovation ability of photonics enterprise in it. Based on it, this thesis suggests that the photonics enterprise in "Optics Valley of China" can enhance their enterprise independent innovation ability by increasing R&D investment, establishing the technology transfer mechanism which is good for enterprise independent innovation and establishing market information monitoring and feedback systems.
