The Research On The Government’s Responsibility Of Protecting Low-income Groups In Housing

Since the success of the 18 th CPC National Congress, the collective leadership of the CPC Central Committee with General Secretary Jinping Xi as the core has proposed explicitly the struggle objectives of realizing the great rejuvenation of the Chinese nation, continuing to deepen reform, building a harmonious socialist society and realizing “China Dream”. Since the reform and opening up, there has been strong momentum of China’s economic and social development, China has nearly reached a well-off society and People’s incomes and the overall housing conditions have been improved dramatically. However, a series of scenes of prosperity cannot conceal high house prices, contradictions and strained relations between massive housing needs and low and slower-growing resident income. Housing problems of low-income groups have increasingly been one of the difficulties to hinder the construction of a harmonious socialist society. Therefore, in order to effectively meet the housing demands of low-income groups who have difficulties in housing, the Chinese government has actively explored and fulfilled a deep and multi-angle housing security system through the implementation of housing security system reform. However, due to large differences between the social and economic development levels in various regions, the construction and supplies of affordable housing in some regions lag behind relatively and difficult to meet the housing needs of low-income groups. In addition, there are still some problems in the planning, construction, supply, supervision and administration of affordable housing and many deficiencies and aspects to be improved appear in practical work. Sharp contradictions between the government and the low-income groups about housing still exist. The existence of these problems has put forward higher requirements for the further resolutions of housing-ensuring problems of low-income groups. It is required that the government must improve the service consciousness, strengthen the low-income housing security responsibilities, deepen the reform of housing security mechanism, implement and consummate deep and multi-angle housing security system.Housing security problems of low-income groups are the core in urgent of attention and resolution in the social security at present stage in China. Standardizing and improving the housing security system surely will vigorously promote and propel the process of urbanization and the sustainable development of economy and society. Both domestic and foreign advanced theories and basic national conditions at the present stage in China require the government should fulfill the responsibility practically and fully in the housing security for low-income groups. By learning from experience and lessons of western developed countries on low-income housing security, based on China’s basic national conditions, it can be known that the government’s housing security implemented for low-income groups should be a long-term task and needs continuous improvement and progress. The government should construct an overall framework of obligation implementation in this field, constantly conduct system designs and improvements and feasibly ensure the responsibility fulfillment for low-income earners from the organization, planning, resource supply, finance, supervision, system guarantee and legal system construction. The government also should pay attention to linking theory with practice and place extra emphasis on responsibility commitment.This paper is made up of seven parts. The introduction mainly puts forward research background, objectives and significance of housing problems of low-income groups and summarizes and makes innovations on research ideas, methods and structure arrangement from correlated studies both at home and abroad. Chapter One focuses on the study of necessity of housing security for low-income groups from classic doctrines of Marx and Engel and theoretical perspectives of domestic and foreign scholars. In addition, this chapter also elaborates the inevitability and necessity of the government’s fulfillments of responsibilities and obligations in this field from reality, theory and juridical logic. Chapter Two links theory with practice and emphatically expounds contents at three levels, practical forms and overall objectives of the government’s responsibility for low-income housing security. Chapter Three describes the historical development process of China’s housing security system reform, sums up achievements, difficulties and challenges at various historical development stages, proposes issues the government should resolve combined with the contradictory relations in the reform deepening of low-income housing security. Through rethinking the government’s responsibility inefficiency in low-income housing security, Chapter Four confirms the inevitable connection between difficulties the low-income housing security is encountering and the absence of the government’s responsibility security. Chapter Five conducts a comparative study on typical countries’ policies and systems of low-income housing security, generalizes their reference significance and enlightenments for the Chinese government’s fulfillment of housing security responsibility. Chapter Six is to construct, explore and practice a new path suitable for consummating the Chinese government’s commitment of housing security responsibility for low-income groups.“Housing for everyone” is the key to the realization of "China Dream". The government shall incorporate the resolutions of low-income housing security problems into work focuses, strive to standardize and perfect scientific and rational housing security system and government responsibility system, effectively solve the housing problems of low-income groups, promote the sustainable development of the economy and society and assume due responsibilities for the realization of the great rejuvenation of Chinese nation.
