How to establish an effective rural village-level public goods supply mechanism, become a key issue of building a harmonious socialist new country. At present domestic scholars to the supply of public goods in rural areas in the study increased, but rather scattered, the lack of systematic, and the grass-roots of rural public goods inadequate research, pending further study of the system.Firstly this paper with the thinking of Marxism political economics on the public expenditure is the basic function of the country as the starting point, using the theory of Western economics about the public goods, from two perspectives of supply and demand in village-level public goods carrying out in-depth research. Secondly, the supply of public goods in the rural areas of the history, current situation and problem analysis, which found that the lack of supply of public goods in China's rural village and relative of a single main supply; needs almost no flexibility, the main demand has not played full enthusiasm. Establish hierarchical model of the structure, in sequencing by the importance that the main body supply of in the rural areas modes of supply of public goods .Through the questionnaire that educe the villagers of rural grass-roots demand for public goods preferences.Through using experience about the foreign demand and supply of public goods in rural practice, and put forward new ideas to solve this problem of public goods of the rural areas. From the supply of public goods in rural areas demanded a clear legal responsibility of government at all levels to create a dynamic supply mechanism. Government should play an exemplary role, and its importance with the private sector, the voluntary sector and the relationship between the grass-roots villagers, in the provision of public goods, the introduction of market competition mechanism. From the demand for public goods in rural areas, farmers should establish agricultural associations on behalf of the interests of them; thereby express the desire that the demand for public goods on behalf of farmers, more target that the village public goods to be provided And the eventual realization of the rural grass-roots villagers of village-level public goods with the demand for public goods in the rural village of supply and maintenance of a better combination.
