The Path Selection And Mechanism Innovation On The Efficient Supply Of The Village-level Public Goods

5In the early 1980s,farmers' incentive to produce was largely inspired with the implement of the Household Contract Responsibility System,and productivity was greatly improved. Then,the most rural areas in our country was got rid of the situation of poverty and standed on the subsistence level. Therefore,our country created a marvelous miracle:China has only 7% of the world's land while support 22% of the world's population. Nevertheless,We should notice the situation we meet:on the one hand our market economy has made huge achievement,our GDP ranked number two in the whole world and people's living standard improved rapidly,on the other hand the problem of urban and rural difference has become increasingly severe. It means that rural's construction was far more behind the situation of urban. Some people even said:some cities of our country's development level has surpassed even from the developed countries' level,while the level of our rural areas was still in the rank of the developing countries or even the poor underdeveloped countries.History tells us that public goods' efficient supply is the main reason which caused the huge gap between urban and rural in our country. Before the reform of taxation expenses, the public finance was only responsible for the supply of the public goods in cities while the Village-level Public Goods were afforded by the farmers. After the reform of taxation expenses, the public goods' supply in both urban and rural has became the pattern of overall planning. The responsibility of most public goods' supply in rural was mainly transferred from farmers to the government. However, with the restriction of government financial and the inclination of"Urban bias"holded by local government and officials,the Village-level Public Goods is far more inadequate than urban. In addition, the public goods' supply model("from top to bottom") has severely impacted the structure of its' supply and demand. Therefore, Village-level Public Goods was far away from the objective of efficient supply, what's more ,it also impeded the development of rural economy seriously.For these reasons, the paper, choosing the Village-level Public Goods in Zhejiang Province as the research object, taking the situation of village-level collective economy as the research background, and aiming to the efficient supply of the Village-level Public Goods, will do the analysis around the following aspects:(1) Constructing the theoretical basis which could judge the situation of efficient supply of the Village-level Public Goods.(2)Estimating the supply condition of the Village-level Public Goods on micro and macro economic environment,and taking the Empirical Analysis on the Village-level Public Goods' different demand preferences.(3)Discussing the new objective models about the efficient supply of the Village-level Public Goods(.4)Proposing the innovations and policy measures which regarding to the efficient supply of the Village-level Public Goods.This paper argues that:(1)the Village-level Public Goods is only limited to meet the villagers' consumption,it is contribute to agricultural production or affect farmer standard of living;(2)the supply and demand situation of the Village-level Public Goods shows inefficient and mismatch between the two sides. The main reasons are the lacks of government responsibilities, financial constraints, diversification of demand and lacks expressing mechanism of demand preference;(3)the development of the Village-level Collective Economy, not only makes the village-level organization able to bear the Village-level Public Goods, but also contributes the Village-level Public Goods to the balance of supply and demand;(4)based on empirical study and positive analysis,the two objectives models of the Village-level Public Goods has great real significance,and they can be the methods which lead to Pareto condition. Certainly,there are some measures should be guaranteed:we should specify the responsibility,ensure the financial resources and construct expressing mechanism of demand preference.
