Application Analysis To Performance Management Of China Tietong Network Support Center

This thesis studies on the real case of the performance management of China Tietong Network Support Center (NSC), in which the writer is working. The thesis analyses application of performance management theories such as MBO, KPI and BSC. It describes the performance management architecture of NSC, which is composed of regulations, methods, measures, information technologies and culture. The thesis researches the features of performance management of NSC, and evaluates the effectiveness. It discovers the problems and shortcomings of performance management of NSC, which analyses the reasons according to inner factors such as company, business domain and society background, and outer factors including organization characteristics, human resources features and department culture. Finally, in the light of classic human resources management and management science theories and successful application cases of domestic and foreign enterprises, the thesis put forward several proposals of improving the performance management of NSC.The target of the thesis is offering realistic proposals of improving performance management and providing references to the hereafter management in NSC by finding problems and analyzing the application of performance management in NSC.The contribution of the thesis lies on three aspects. Firstly, it systematically analyses the present performance management situation of China Tietong NSC after summarizing the three periods of performance management. Secondly, it finds several major problems of current NSC performance management, and analyzes reasons of these problems. Thirdly, it proposes a solution to enhancing performance management of NSC after deeply analyzing causes of problems found in NSC, which integrated theories with good practice of domestic and foreign companies' performance management.
