The paper begin with the analysis about the current status of performance appraisal and performance management development of domestic and foreign enterprises, and analyzes the characteristics of the telecommunications industry and the scheme selection and implementation of the case, combined with major changes in telecommunications industry restructuring, and the fact that China Railway Communication Co., Ltd. still keep the existing framework and service pattern as a wholly-owned subsidiary of China Mobile Co., Ltd. The paper take China TieTong FuShun Branch for example, research and design the implementation plan of the staff's performance appraisal and performance management. The main contents include the basic theory of performance appraisal and performance management; the development status of performance appraisal and performance management in home and aboard; the corresponding changes in the environment of the management performance appraisal by telecommunications industry restructuring; the status and existing problems in performance appraisal and performance management of TieTong company; the design, selection, implementation and improvement of the plan of performance appraisal and performance management for TieTong company.
