Post-evaluation On The Economic Benefits Of Datang Baoding Thermal Power Plant Eighth Expansion Project

Post-evaluation on the economic benefits of power plant construction project has important academic value and practical significance. The paper showed the background and significance of post-evaluation on powet plant construction project, and analyzed the economic benefits of Baoding thermal power plant expansion project. Combined with the investigation for the Baoding thermal power plant, the paper gave a brief introduction as the study subject to supply the basic information for the research below. The paper divided the post-evaluation of the economic benefits into financial ealuation and social economic benefits evaluation. In addition, financial evaluation included the availability of funds analysis, cost analysis, financial capacity analysis, break-even analysis and sensitivity analysis. Social economic benefits evaluation included the promotion of regional economic analysis, the promotion of industrial development analysis, the promotion of employment analysis and the promotion of living standards analysis.In the comprehensive evaluation of the project, the paper introduced fuzzy evaluation model based on entropy weight. First, based on the actual situation as well as the national economy development plans of Baoding, the paper established the evaluation indicators system, determined weights of the indicators with Analytic Hierarchy Process (AHP), revised the weights with the entropy formula, and got the entropy correction weights. Finally, the paper determined the degree of membership with the fuzzy evaluation model, and conduct the comprehensive evaluation of the project. In this paper, the qualitative and quantitative analysis methods were used to summarize the experience and lack of the economic aspects of Baoding eighth expansion project, and the specific measures and suggestions for specific issues were proposed.The paper systematically evaluated the financial benefits and social economic benefits of Baoding thermal eighth expansion project, and put the index system and the economic evaluation model into the post-evaluation of Baoding thermal power plant expansion eighth project, which made an important contribution to sustainable development of Baoding thermal power plant, and played a positive role in Baoding city's economic development.
