HS clothing Company is a manufactory of HS Clothing Group founded in Dalian City. It has been for around half a year that HS were not able to employ devoted operators for production, which stopped company's plan to enlarge production and set up more lines. Moreover due to lacking of enough operators in production to run arranged orders, it has brought heavy hurt to the company. Obviously, difficulties on getting enough workers in the operation have become a bottle neck for HS clothing company to move and develop the business.This Paper summarized the problem of HS Company on recruiting, it analyzed the main reason why HS encountered such kind of difficulty based on the relevant theories and literature. Out of the actual case happened in HS, it also discussed and brought forward workable resolutions to clear the block of recruiting suitable employees from point view of Human resources management and development.At present, Labor Shortage affects not only HS Company but also many other manufacturing enterprises, it has become a social concern to solve this problem in a high efficient way. It is intended to provide innovative and reasonable references to the HR of manufactories.
