In China, the surplus rural labor that has transferred gradually into cities since the reform and open policy has become the main strength in the development of urban and the market economy. In the new century, however, this strength cannot satisfy increasingly social demand. The sudden social phenomenon,’labor shortage’, has become the focus which is being studied by the academic circle, and being received attention from the government and society widely. On the basis of existing research result, this article, taking many course theories as to guide, analyses generally the phenomenon’s evolution, system origin and chief feature, and then reveals the relationship and path selection between employment system innovation and the collective services government construction.On the basis of sketching the evolution course of’the tide of migrant workers’, this article analyzes firstly the formation evolution and chief feature of’labor shortage’, and thinks that for the past ten years increasingly’labor shortage’, being the same with’the tide of migrant workers’, was the product of dual economic structure between city and country. It was a nationwide and periodic phenomenon, not a phenomenon restricted in the local area and the minority profession. In addition, what’labor shortage’highlights is the structural shortage of labor in China, not absolute insufficient; It shows that in China what the labor market short is not only the technical workers, but more also the ordinary workers.This article thinks that the main reason which causes’labor shortage’is the lack of public services of government, particularly there is serious defect on the present public supplies system. For instance, the public supplies,such as education, medical service, and information are supplied disproportionally between cities and country-sides, and their source channel of production and supply is narrow, their supply pattern is too unitary, and so on. Thus, both’the tide of migrant workers’and’labor shortage’, what reflect superficially is the reverse path of labor mobility, what reflect deeply is the change of trajectory both Chinese economic society structure and the governance pattern, and its existence questions.Therefore, to deal with’labor shortage’, this article thinks that in addition to learn the experiences abroad, the key is to construct the pattern of co-governance, by which breaks the government monopoly on public supplies, and constructs the multi-dimensional and multi-central pattern of public supply, thereby promotes the party interested to produce and provide public services jointly. Only in this way can we fully satisfy the peasant laborer’s reasonable demand, and guarantee their legitimate rights and interests earnestly. This further requests the government to speed up social organization’s cultivation and the development, while strengthen the public administration function and promote ability of collective service, by which plays fully their roles, and innovate the public administration model. So, the progress solving the phenomenon of ’labor shortage’, is not only a labor market system restructuring progress, but a progress in which government deepens its function reform, and in which new public administration model is constructed.
