With the rapid development of the economy of China and innovation of the information technology, the projects of the telecommunication industry were more important than before. The functions of the telecommunication engineering projects and quality requirements have been constantly enhanced, more and more telecom enterprise have realized the importance of project management maturity model. As a theory and a method for appraising the ability of organization's project management, project management maturity theory is absolutely very effective for diagnosing the problem and advancing the level of project management. In abroad, many organizations and individuals have attempted to research and apply this theory, and someone has developed some general maturity models as well as has succeeded in some area. To apply a project management maturity, the key part is to definite the classes of the ability and to choose the indexes body. In our country, the research on PMMM has begun just a little time. Although some scholars have done some researches on the theory in some areas such as research project, construction project and so on, there has no research on how to appraise telecommunication engineering project management maturity theory. Therefore, the paper tries to build a maturity model which is available for telecommunication engineering project management.First, this paper study on the theory of project management and project management maturity model from home and abroad. In project management area, there are some famous project maturity models such as: Software Ability Maturity Model developed by SEI, Doctor Harold Kerzner's Project Management Maturity Model, Organization Project Management Maturity Model developed by PMI, and Berkly Project Management Maturity Model developed by Doctor Young Hoon Kwacha and Willian Ibbs and so on. Generally, those models have 4-5 different maturity classes and a series of indexes for apprising the class of maturity, such as: question paper testing, index evaluation, giving the marks by experts and so on. The purpose is to evaluate the ability of organization project management and to find the areas which need to be improved. According to project management maturity model analysis, we summarized its internal structure and maturity classes and the various levels of maturity characteristics.However, because telecommunication engineering project has its own specialty, the models above are not very good for applying in this area, such as: indexes are more concerned on the process and so on. Therefore, the paper does much research and analysis on how to build a telecommunication engineering project management maturity model. Because the telecommunication engineering project do not only have the properties of general engineering project, but also have other properties which general engineering project do not have. It is comprehensive, complicated, effective, and much more stakeholders.These decide that its maturity model must contend different maturity classes and indexes.According to the process of the telecommunication engineering project and project management body of knowledge, the maturity classes should include Ad-hoc class, initial class, normal class, integrated class, strategy class. Beside, every class has different characters and content. It provides the consultation for evaluation results of the telecommunication engineering project. According to the life cycle of telecommunication engineering project includes the start, planning, execution, control, ending five basic management stages, there should be indexes which can reflect the project management process as well as the result. In this paper, we can select six facts which have import effect on the maturity of telecommunication engineering project management. And they are: the ability of projects planning, the ability of design and bidding, the ability of project implementation, the ability of project check process, the ability to project completion process and integrated project management capabilities. Each key indicators continue to decompose, 59 indexes are selected as the appraising index of the maturity model. In this way, these indicators complement each other, integrated well, and reflect comprehensively the status of project management, as well as the shortcomings.Finally, this paper discusses the application of the maturity model. While people apply this model to appraise the maturity of telecommunication engineering project management, rational steps must be planned. If the process is planned unscientifically and unsuitably, a real result cannot be achieved no matter how complete the index system is. On the basis of the analysis, the paper takes a second manufacturer into GSM network project as an example and applies the model. There are two points of innovation in the paper:First, it analyzes the characters and content of telecommunication engineering project with theory of project management, on this basis, we demarcate its life-cycle.Second, according to the shorts of the project management maturity model we have known, the paper founds a maturity model which is suitable to appraise the level of telecommunication engineering project management.
