| Under the tendency of economic integration, the Northeast Asia regional economic cooperation is imperative. Agriculture is the foundation of all industries, and plays vital role in the Northeast Asia region cooperation. To unceasingly seek for the opportunity which causes the economy soaring, regional economic integration of Northeast Asia strengthens; the international division of labor becomes further deepening; the economic cooperation in the region of countries (areas) progresses by leaps and bounds. In the cooperation of every big industry, the aspect of agricultural cooperation occupies the key position, because of the close geographical position, complementary advantage of the natural resource, certain relative superiority of agricultural economy each other in this region country (area). In this development turning point, the Northeast China area has carried out the varying degree agricultural cooperation with each country of Northeast Asia and makes certain progress, by the aid of its geography superiority and the resources superiority. It has not only provided the advantage for the Northeast area's agricultural development, but also has laid the foundation for the Northeast Asia area's integral development.Each country of Northeast Asia agricultural has different development superiority itself: China and Russia own the two biggest land areas in the world. They have the only saved black-earth belts in the world and agricultural production fruitful in resources. Most of the agricultural product of Japanese and South Korean dependent on import, but they have the advanced agricultural and science farming techniques in the world and, also get the abundant agricultural development fund. Although Mongolia and North Korea were still the economically backward localities, their agriculture occupies the main status in their national economy. Therefore the agricultural product in the Northeast Asia area is relatively rich. The agricultural product exchange and trade also became one of the important links of regional development. If we can conform the various countries'agricultural resource of Northeast Asia and develop the international agricultural cooperation, we do not only can safeguard the food security of each country in Northeast Asia, but also be able to create advantage for Northeast Asia area economy development.This article, which embarks from the realistic foundation, has analyzed the prospect of regional agricultural cooperation in Northeast Asia, and proposed concrete countermeasures to each kind of problems on the present stage of cooperation. This article through analyzing the realistic agricultural resource condition of each country (area) in the Northeast Asia area, combining the correlation theories with the different regional geographical qualification, agricultural productive material, agricultural labor force and the agricultural science and farming techniques, grasps the reality development momentum of the Northeast Asia area agricultural cooperation from macroscopic angle, and then obtains the conclusion that it can bring a greater income if division and cooperation is based on the comparison superiority principle. If the governments and the Leading Enterprises of each country (area) make effort together, they can conquer the difficulty in the cooperation quickly, solve actual problem, and advance the progress of Northeast Asia agricultural cooperation, then have positively, profound influence to the entire Northeast Asia area economic cooperation. This article is divided into four majorities:The first part is the outline of regional agricultural cooperation correlation theories in Northeast Asia. First are the concept limits and the connotation explanation of Northeast Asia agricultural cooperation. Because of the different research direction in different scholar's research, they define dissimilar. The author proposes her own limits scope. Then explains the region theory division theory and the complementary advantage theory and introduced the indexes of agriculture complementary. The following agricultural economy data are defers to these statistics indexes, and explanation is not any longer given. Finally the author introduces the production- elements'flow theory. Inside the main content of agricultural cooperation, there is the production-elements'flowing besides the agricultural product trade, including labor force factor, capital factor and technical factor as flowing theories.The second part, which is described the present agricultural cooperation development situation in Northeast Asia, introduces the survey of agricultural and the cooperation situation between them as well as questions in the cooperation of all countries (area) in Northeast Asia. After introducing the respective basic natural resource situation and the agricultural production situation of the dividing area, the author explains the agricultural cooperation condition of Northeast China area and the various countries of Northeast Asia one by one. This part is unified fully with the complementary advantage theory in the first part, and proved that with supplementary superiority agricultural, economy will have better cooperation development through investigating the actual situation. Finally the author exhibits the chief obstacle and questions in the Northeast Asia agricultural cooperation. For there are different economy development level and political context in the different state, the author performs to elaborate separately and has pointed out the weakness of agricultural cooperation among all countries from each country's cooperation situation.In the third part, author proposes the analysis of agricultural cooperation prospect in Northeast Asia. First, the article describes the important position of the agricultural cooperation in Northeast Asia regional cooperation, and then analyzes the development tendency of Northeast Asia area agricultural cooperation. It has analyzed the future main development change direction of Northeast Asia regional agricultural cooperation, from directions of the system-policy making, the liberalization of agricultural product trade, agricultural-technology development and the multilateral-trade-cooperation development. Then taking Northeast China area as the main body, the author has analyzed it's leading role in Northeast Asia agricultural cooperation. Finally, the article has analyzed the concrete state of play from three concrete questions: the technical collaboration, the agricultural product trade and food security.In the fourth part, the author proposes advances and countermeasures to pushing the Northeast Asia agricultural cooperation ahead in accordance with the question and development trend of Northeast Asia regional agricultural cooperation. All the suggestions are divided into four spots. The first spot is cultivating the backbone force of Northeast Asia agricultural cooperation. The typical representative is the Leading Enterprise, which is operating well in Northeast China. The lead ship and emission of Leading Enterprise may reduce the production cost, raise the production efficiency, and get the absolute advantage in aspects of agricultural product process and sale. The author sets an example by the Changchun's Haoyue Islamic Meat Industry Limited Company of Jilin Province to explain. The second spot is to strengthen the agricultural development and the international cooperation to Russia, pointing out that the China and Russia agricultural cooperation trend of development should be aim at the agricultural product and the food process domain cooperates fully. The third spot is to strengthen China and Mongolia's agricultural development and international cooperation. Because of low economic development level and the sealing up policy system, Mongolian needs to cooperate in many aspects. From developing the Sino-Mongolian trade, to enhancing production technology, and to opening policy and so on, various aspects need to cooperate fully. The fourth spot is to promote the agricultural product trade liberalization and the convenience in the region. Author suggests the correspondingly technological innovation to the agriculture protection policy, most typical"the green barrier", and provides concrete countermeasure to the agricultural development of various countries (area) region in the Northeast Asia. |
