Research On The Use Of Foreign Direct Investment In Jilin Province

Foreign direct investment (That is also called FDI) is not only the flow of the captail between the countries but also the the international interaction of the technology, management and othes relevant aspects. The FDI can pull the host country's economic growth, improve the the level of the industrial structure and technology development, especially in the economic growth , the FDI not only alleviates the shortage of capital but also can make great contribution to the employment, the balance of payments adjustment, the international competitiveness and the host countries' economic strength. So to use the foreign direct investment to develop the national economy has become one of the important policies of developing and development countries .Since the policy of reform and opening up in 1978, china has actively strived to improve the investment environment to attract FDI. In the 1980s there are only approximately six thousand millions dollars in China. With the economic globalizationa and the China's reform and economy development China has been experiecing a quickly FDI growth after the middle of the 1990s, especially after we took part in the WTO. And up to now, she has achieved considerable results. By the end of 2005, China's total foreign direct investment has amounted to more than 600 billion U.S. dollars, become the second largest host country of the FDI in the world. The FDI has been playing an important role in the China's reform and openning up and the improvement of the national strength and the international competitiveness.The foreign capital inflows have increased the gross national output, the exports, the taxation and the social employment, the national income and also enhanced the market competitiveness of domestic enterprises. All these have made the China's national economy more industrialized, marketization and internationalization. With the strength of FDI for the regional economic development has been realized day after day, especially its success in the eastern China, how to fully use the foreign direct investment to develop the regional economy has become one of the basic policies of developing and development countries .Practices has proved that the FDI in Jilin Province has made great contributions to the rise of the Northeast Region in China, such as alleviating the shortage of capital and employment opportunity, improving the level of the industrial structure, fostering the new economic growth points, attracking the senior manager, implementing the advanced management experience, etc.. From 1978 to Aug.2007, Jilin Province's total foreign direct investment has amounted to more than 12 point 5 billion U.S. dollars, there are two thousand and six hundred and twenty one Foreign-invested enterprises, including the sixty four enterprises that invested by fourty six 500 top enterprises in the world. However, there are still lots of problems in the development of FDI in Jilin Province, for instance, the driving force of interest is not strong,the size of the FDI is smller, the number and the distribution of FDI inflow spread very uneven, the distribution of the FDI in the agriculture is too small, the investment environment can't meet the foreign investors' need, etc.. The amount attracting foreign investment in Jilin Province is much less, andthe regional distribution is alsl imbalance, and there is the obvious gap beteen the southeastern coastal provinces. In such situation, there is the theorical and practical significance to study the status and the environment introducing foreign direct investment inJilin, and on this basis, to bring forward the countermeasures to promote the JilinProvince possesses, to push the regional economic strength, to improve the level of the material and spiritual civilization, to construct the new country side and the harmonious society, to coordinate the regional development, and so on.There are four questions in this dissertation: First,comments on the relevant theories; Second,studies on the evolution of the FDI in Jilin Province in some statistic methods; Third, analysises on the influence of the FDI in Jilin Province;Fourth,researches on the problems of the FDI in Jilin Province and give some suggestions and countermeasures.
