Pick up Foreign direct investment(FDI)is the trend of economic globalization in the 21st century,which has a great influence on the economic development of our country.In recent years,the utilization of foreign capital in China is growing rapidly,forming the second peak since 1980' s.Since the 18th National Congress of the Party,China has made remarkable progress in absorbing foreign capital and investing abroad.Against the background of a 2 percent decline in global transnational direct investment,from 2013 to 2016,China actually imported 521.7 billion US dollars of foreign capital and actually utilized 489.4 billion US dollars of foreign direct investment.So far,China has been the first developing country to introduce foreign capital for 25 consecutive years and has become the main recipient of foreign capital in the world.Jilin Province,as a national old industrial base of revitalizing Northeast China,enjoys the encouragement of the national strategy of "establishing Chang-Jitu Open Pioneer area".Its utilization of foreign direct investment has gone through four stages:initial stage,rapid growth stage,and so on.Adjust stable stage and again high-speed growth stage.In recent years,Jilin Province has made remarkable use of foreign direct investment,but there is still a great difference between Jilin Province and developed regions.How to narrow the gap will promote the opening up and economic growth of Jilin Province and enhance the overall economic strength of Jilin Province.Promoting economic,political,cultural,social and ecological civilization is of great significance.Based on the theory of foreign direct investment(FDI),this paper studies the current situation of FDI in Jilin Province and its impact on the economic growth and industrial structure of Jilin Province by means of theoretical and empirical analysis,statistical analysis and comparative analysis.Research on the contribution of employment and import and export trade.In the present part,it is concluded that the overall scale of FDI in Jilin Province is relatively small,the source structure is mainly concentrated in Hong Kong and South Korea,the industrial distribution is mainly concentrated in the secondary industry,and the regional distribution is mainly concentrated in Changchun,Jilin and Yanbian regions.The mode of operation is mainly Sino-foreign joint venture.In view of the present situation and contribution research,the paper points out the problems existing in the utilization of FDI in Jilin Province.The total scale of FDI is small,the source of FDI is relatively concentrated,the industrial structure is unreasonable,and the regional distribution is not balanced.The contribution to the three industries in Jilin Province is large,the export contribution is smaller than the import contribution and the employment contribution is small,and the reasons for these problems are found out.Based on the analysis of the present situation and problems above,this paper puts forward the countermeasures and suggestions of utilizing FDI in Jilin Province.First,efforts to transform government functions,create a good soft environment for investment.Second,strengthen infrastructure construction and create a good investment environment.Third,optimize the investment industrial structure,the three major industries investment balanced development.Fourth,combined with regional characteristics,regional investment in the province balanced development.Fifth,increase the development of agricultural products,improve the contribution of investment in the primary industry.Sixth,strengthen the development of the Tumen River region,and pay attention to the investment of Northeast Asian countries.Finally,build talent science and technology base,strengthen the human capital accumulation in the province.
