The cogeneration is one of encouraged and sustained industry project by the 11th five-year plan, and it is recently adopted as heating pattern in the northern part. But there is not enough research on constructing pattern, produce operation, financial benefit and so on. Consequently, this thesis introduces the evaluation of a central heating-supply project in Rang-Cheng region, and solves the above problems on the basis of project management knowledge. The evaluation can greatly consummate the whole project management for power and energy supply enterprises, and further lay the foundation for new project assessment and implementation.The central heating-supply project in Daqing Rang-Cheng region consists of two parts: the heat source and the heat nets. The heat source is the expanding project of Hongwei thermal power plant in Daqing Ranghulu Hongwei Chemical Region. The heat nets contain main newly-built project and separate reconstruction project in Ranghulu Region and Chengfengzhuang-Yinlang Region.Herein, this project evaluation can be summarized as follows:1.Decision-making phase of the project evaluationThe project preparatory work implements the national and CNPC various rules and regulations, in accordance with the procedure of infrastructure, and basic decision-making procedures.2.Evaluation of preparatory workThe project preparatory work absolutely accords with the procedures for operation of infrastructure, decision-making procedures. It ensures the availability of resources required for the project, market analysis full and accurate positioning, the choice of an appropriate scale, the use of advanced and reliable technology, equipment selection match reasonable, new and old systems integration projects supporting reasonable. Preliminary design documents are in strict accordance with the approval of the contents and requirements of the work, based on full and excellent quality. Technology and equipment are chosen more reasonable, to meet production needs. And then system project also meet the needs of production installations, which is the main design specifications can better match the inquiry report. According to the comparison with the feasibility study and preliminary design, materials, load forecast and the scale of construction are all in the feasibility study report of control.3.Construction phase evaluationConstruction projects in the course full strict implement the project management, and procedures for the implementation of infrastructure, in order to the scientific management, the construction of civilization, from the progress of control, quality control, investment control all aspects of the expected completion of the construction tasks. After trial operation of a heating period of assessment and the overall operation, the project design has proved to meet the needs of production operations, and the project quality standards, the main operating conditions and economic indicators to meet the design requirements. Construction plans are in strict accordance with national and industry standards, the implementation of provisions, from the project design, equipment and materials procurement, building construction project bidding, construction supervision, commissioning, and operation of the various stages of completion.4.Production evaluationSince the production trials, the crew and thermal net operating steadily, the economic and technical indicators have reached or surpassed the feasibility study and preliminary design level. And the cost of the rate of increase is slightly lower than the increase in revenue. Therefore, the economic benefits of the project achieve the target of feasibility report. Otherwise, the investing actual value of the thermal power plant is lower than the feasibility report costs, and the power transmission line units, thermal net units both to reduce investment, through the analysis of the post-project evaluation and feasibility study report. Therefore, compared with the feasibility report estimates and evaluation parameters, there are a lot of factors about project increasing profits; the main factors are reducing investment, higher prices of products and services. The main factor about project reducing benefit is due to the cost increase too large.7.Effect and durative evaluationHongwei Power Plant located in the Hongwei chemical region, is a heating mainly to the thermoelectric power generation, supplemented by the thermal power plant for the Ranghulu district of industrial production and residents living in the occupied an important position. The expansion project completed, Hongwei Power Plant has been enhanced and strengthened their capacity of supplying electricity, heating capability, overall strength and development potential. And when the sharp decline in heating costs, where a large quantity of oil-fired boiler room is ban, it both enhancing the region's quality of life and environment, so that Daqing in building construction and environmental protection also played a very active role. Hongwei Power Plant can adapt to long-term secure steady operations, if the supply of raw materials, the level of technology, equipment condition, and ability to adapt to market are all protected. Consequently, Hongwei Power Plant can continue to be an area of industrial production and the lives of a reliable power source, showing good economic returns, social benefits and environmental benefits.Through the evaluation of the project construction and operation phase, the project is in line with the basic construction procedures. At first, the construction unit set up a Project Leading Group and the project manager. And they establishment and implement the control measures of investment, progress, quality, safety, by implementing the project supervision system, completed the construction work on time. Then the investment in research can be approved in savings estimates, and the construction quality achieve standard. Finally the project save fuel costs and reduce heating costs after the commissioning. So that the project is design reasonable, strictly procured material by tender, placed funds on time, stringently prescribed investment and control, and the quality pass rate of the project is 100%. It completed as planned construction tasks by a successful drive and the smooth operation of production, so various technical indicators all achieve the basic design value.
