| The neatest thing about power is that it is around all of us and consists in every organization. It is why that the study for power is regarded as an important part of management theories all the while from it coming to being. In the age of industrial economy, it is said that research on power include source, carrier, type of power decision-making mechanism and power allocation is relatively mature. However, with the advent of the network era, economic structure and operating environment are going through a new change-from the industrial economy to the network economy, The impacts of the change on activities of organization is clear: more power sources based on different diversity, a greater demand of information for decision-making and communication more fast and timely. Those changes maybe lead to decision makers' vicissitude and alteration of costs of decision-making so that play down the efficiency of organizational decision-makings and operations. These effects from different directions prompted the managers to reconsider the allocation of decision-making authority: How could top manager allocate authority to the real power in organization under the network environment.This paper is divided into five chapters. In the first chapter introduces the basic research background—network environment, review and set out significances of study on decision-making allocation in organizations.In chapter 2, author make conclusion that knowledge and position will become the main power source under the new economic environment based on discussing influences of network environment. Through analyzing and integrating relation of powers to identify the right owners of power who play a crucial role in management decisions and organizational development. This is one of the innovations in paper.In chapter 3, discuss influences of network environment toward organizational decision-making mechanism in six aspects conclude the power allocation, decision-makers, decision-making levels, order-feedback chain, information transport channel and the decision-making process.In chapter 4, with game theory, establish a model focus on the decision-allocation process of strategic layer, analyze possible tactics and corresponding payoff, forecast players' choose and the game balance. In final, reach the following conclusions: on the strategic level of decision-making, there is a tendency that the owner of human capital will get the authority, which is also one of innovations in paper.In chapter 5, with theoretical deduce method, demonstrate the decision-making power allocation based on strategic level, management control level and operational control level under network environment, combining with specific activities. |
