Knowledge and Talent Persons have been the two main powers that enforce the contemporary society develop forwardly. Especially under the situation of the whole world economic globalization, competition between countries has been characterized as the competition of integration national powers, which is resulted from the core competitive ability of enterprises, whereas, the core competitive ability of an enterprise lies on the level of its human resources development. Enterprise training is the key factor that determines the level of its human resources development. Enterprise training receives more and more recognition and favor from managers. The understanding and conception about enterprise training are getting changed a lot, that is, the enterprise training has been regarded as investment rather than cost management. Enterprise training always serves its strategical development aims. Whether the enterprise success or not lies on the choice of training model. As the ideas about enterprise training being changed, however, some enterprise managers misunderstood with it and was misled into an idea erroneous zone. Because of the one-sided understanding and lacking of scientific and systemic analysis in combination of the its own fact, a mass of capital were blindly invested and large numbers of human resources, material resources and financial resources were wasted without getting anticipative rewards correspondingly. Enterprise training, as a complicate technical system, should be systemically researched and analyzed in combination of the fact of the enterprise. Diversiform training modes which meet the demand of enterprise should be pointedly selected and adopted to achieve the anticipative effect and purpose.Shengli Oil Field, as a state-owned super large enterprise engaged with petroleum energy resources administration, has been developed for 46 years and has possessed a certain large scale on human resources training and a relative settled training model. Facing the intense competition of global petroleum market, its training mode, which was shaped from the long-term planned economy system, is no longer to conform the need of its development in future. Whereas, the systemic analyze and optimization research with the enterprise training mode of Shengli Oil Field should have very important practical and instructional significance. Meanwhile, Shengli Oil Field, as a stated-owned super large enterprise which had been shaped from planned economy system, obviously has certain of governmental public functional characters both on system and administration function. Whereas, scientific analysis and research with this will also has a certain model significance with the adjustment and optimization of governmental public function.This article aims at the optimization research of enterprise training model for Shengli Oil Field in basis of reference and studying to the training model of foreign advanced enterprises, through the systemic analysis to the actuality and problems existed in its enterprise training, compactly in combination of the actual characters of its staff distribution and relative substantives, by means of integration of theory and practice, combining the character of personnel scatter ,basic unit independent, on the base of studying the foreign advanced enterprise training model, to strengthen the efficient and purpose and to heighten the training effect and quality in order to keeping the oil field sustained and stable develop to cultivate excellent management technical person, in order to realizing"one hundred creative ,one hundred victory"grand prospects to offer the strong mental support and ensure.
