These are the commercial insurance of human resources category, accessories of die column Introduction sets, I adopt the current more advanced concepts of SCM(supply chain management) and the techniques of cost down, and even combined with the more typical research methods, analysis the above procurement item-by-item, at the same, use the certain cost-effective management theory and effectiveness indicators to statistic the effectiveness and compare. Finally,the research results is following :1 , Using the above method can produce a certain qualitative efficiency and significant quantitative benefits. Cumulative production efficiency are about 8,000 thousand RMB benefits mainly displayed in the system which included the setting process contained the designed format and processes set.2 , The establishment of research and development cost down planning departments, production requested units, the special procurement unit, finance and accounting functions ,so these four units can make effective cooperation into long-term mechanism. Each of them analysis the procurement data, control the procurement price including the format of price decision, the notice of price, procurement conduct, and payments procedures are made clear .It benefits a new culture extension And above all through the reduction of procurement projects to verify its implementation reliability.3 , Adoption of the above method of procurement implementation and effectiveness of Statistics, summed up the 12 methods which are adapted group cost down driven.
