With the rapid development of China’s economy, people’s demand has changed from the original material needs to higher level of spiritual and cultural needs, especially the demand for insurance. Together with the implementation of national laws and policies, it provides a good environment for the development of the insurance industry. But the competition of our country’s insurance industry is fierce, the monopoly of the three large insurance companies has not been broken, for the small and medium-sized insurance companies, its development is facing a huge challenge. After joining the WTO, China’s insurance industry has been fully opened, the foreign country’s accession further increases the intensity of China’s Insurance industry. C.N insurance company is a comprehensive insurance company established in the middle of the ninety years, after 10 years of development it has achieved good sales performance, but its terms of market share is not big. So for C.N, how to solve the problem of business development speed is the first problem that need to be solved.Currently C.N is taking new stores modes, namely joined which establish the specialized stores in various communities. C.N. company and joined the stores agreed to the rights and obligations of both parties by contract, for joining stores it only can sale the products of C.N. insurance products, C.N company is responsible to give guidance and operational management guidance to joined stores, and provide corresponding products and service training to make sure that the joined store can master all insurance product knowledge and store management related knowledge of the C.N company. At the same time, through the transformation of this sales model,C.N company in the development of strategic and organizational structure, personnel management also changes.This paper mainly discuss the internal and external environment of the C.N insurance companies under the theory of human resource management, analysis the opportunities and threats that the C.N. insurance companies are facing, and use SWOT matrix to discusses challenges that the C.N company faced in its future development and gives the transition management personnel strategy.
