Theoretical study of enterprise development strategies especially the core competence theory, the diversify theory and practice in the tobacco industry are reviewed firstly. Then based on these theories, the continuously development strategy of Xuzhou Cigarette Factory is researched by the method of substantial evidence analysis, linking microcosmic with macrocosmic, and determinable with quantitative analysis.The development of tobacco industry and the monopolization institution are discussed, from which the character of the institution is concluded, furthermore , the positive and negative influence to the enterprises are described. After systematically investigating the particularity of the tobacco industrial environment, some conceptions such as the scope economy being out of order and the false-market being out of control are put forward, the major problems and deep-gradation contradictions laying in the development of tobacco industry ,which have sharply affected the development of enterprises ,are also posed . By analyzing the life cycle of tobacco industry and its influence to the enterprises the conclusion that to restructure is the inevitable selection for the sustained ,stable and healthy development of tobacco industry is reached. On the one hand ,the present messy cigarette productivity should be integrated ,and diversify should be carried out to compensate the gap of economic rate of increase on the other hand . It is also ensured that to restructure its strategy is the only approach to develop for each one of the enterprises, and the modal of selecting development strategy for Xuzhou Cigarette Factory is formulated. The tobacco industry chain and the general situation of the other connected industries, such as the printing and papermaking , are described too.The strategic resources of the factory are researched and the modal for evaluating competitive ability is built in the factory's core competitive ability. The application of the core ability in the factory is discussed. After analyzing the factory's competitive preponderance, the competitive station of the factory is defined. According to these, the modal of restructure strategy of the factory is established. The modal indicates that the factory should implement not only technique innovation strategy to strengthen its competitive ability , but also management innovation strategy to strengthen its competitive station, which is very important for the possibility of the new strategies.
