Research On Cost Control For Power Construction Projects During Design Phase

With the rapid development of economy, the investment of power engineering construction project also has a quick growth. But the phenomenon of losing control in cost of construction project is very serious, which highly impacts the economy of a electric power engineering construction project. So the cost control is one of the important problems in construction project management. It is well known that design phase is the crucial one that determines the cost of a construction project. Due to lack of deep research on the mode and method in the period of design, a great deal of capital and resource are wasted. As designer, design institute determine the cost of construction project. In this paper, basis on the problem of research and the characteristics of power engineering construction, a complete system on control investment in the period of design is established from the angle of electric power design institute. It shall theoretically and realistically take the important meaning on cost control of electric power engineering construction during design phase, and help electric power design institute with toning up market competition.Regarding the issues in current cost control, this article, the following views shall be set forth:Chapter I: Gives brief introduction of background of the thesis, point out the discussing question. Analyzes the actuality and problems of cost control in electric power engineering construction design phase, and then corresponding way is pointed out. After that, the theoretical base of VE, Quota Design, Optimize design and cost control system theory is introduced, at the same time ,the shortage in current studies in pointed out. At last, presents the main meaning and idea of this article.Chapter II: summarize the management of electric power engineering construction design phase, Analyzes the management characteristic, content and goal in this phase, thus establish a sound base for following studies.Chapter III: Gives the collectivity way about construction project cost control methods in electric power design institute .then analyzes how to actualize VE, Quota Design and Optimize design in electric power design institute, the control emphases is presented. Through the analysis of actualization of cost control method and combination of these methods, a set of controlling sequence about method is systematically built.Chapter IV: introduces the organization and management system of construction project cost control in electric power design institute, ensure that the cost control methods are executed strictly. Then discusses the upgrading of project cost control in respect of consciousness, knowledge, and tool, provide a new way for more effectively control cost.Chapter V: that the mode, method and cost control upgrading in the period of design is applied in Shan Dong Electric Power Engineering Consulting Institute. Thus it' s feasibility is testified.
