Humanism management is the application and development of the philosophical idea in Marxism- people oriented idea. It places human as the core of management activities; basically aims at facilitating self-improvement and self-development; emphasizes the management belief of dialectical unification of individual value and collective value, individual objective and organizational objective; inspires and encourages human's initiative, proactivity, and creativity aiming at realization of the co-development of organization and human being.Humanism management in customs means to take 'human' as the core and most important resources of in the management and crew of the customs as the subject of the management; to service for relevant customers by taking full advantages of current and potential human resources; and to aim at realization of objectives of both the customs and its staff.Construction of a socialistic harmonious customs means to establish a customs that combines steady development and creative reforms together, that combines strict supervision and effective operation together, that adapts managing ability to responsibility, that follows social justice and strict implementation of regulations, that integrates staff development and course advancement, that balances normative guarding and service promotion. Realization of the comprehensive development of human being is the ultimate goal of constructing harmonious customs. In this process, we must constantly stick to the idea of people oriented; emphasize human being as the core and subject in social development; and rely on people's right, need and creation with respect and concerns. In view of outside, the people oriented customs requires us to start with the service objects, to follow their need, to respect their personality and dignity, to eliminate all discrimination and injustice, to protect the legal right of human, and to ensure humanity management.Application of humanism management to construction of harmonious customs requires us to start from cultivating managing thinking, setting up managing belief and building managing mechanism; treating with five aspects of relationships, i.e. management and encouragement, individual and group, caring people and molding people, personnel and resource, customs and enterprises. Establishment of a whole set of management mechanism includes encouraging and motivation mechanism, personnel cultivation and competition mechanism and supervising and restricting mechanism to form harmonious and humanistic environment. In this way, the staff's ability can get enhanced and human's comprehensive development is facilitated with improvement of administrative efficiency and mission accomplishment, which can benefit construction of the harmonious customs.
