Human resource management is the important guarantee for realization of companies'strategic target, and performance management is the core of human resource management, so, establishing the scientific performance management system is the inevitable way to form companies'core competition power and lasting competition advantages. To strive for development, XJ, a state-owned company, needs a scientific performance management system, which is in accordance with company's practical condition and strategic demands and should be effectively implemented.This thesis introduces the concept, features, targets, implement principles, methodologies of performance management theoretically, and then analyzes XJ Company's present performance management condition under the Company's real condition in order to find out the problems existed in present evaluation system. According to Company's strategic points and targets, strategic blue print is worked out, core performance indicators system is established, comprehensively analyzed and fully implemented in finance, customers, internal procedures, learning and growing etc. aspects by balanced scorecard theory. Based on performance management procedures, XJ Company's performance management system is fully re-designed in four processes, including performance planning, performance promotion, performance evaluation and response, performance result. In light of state-owned company lacking the ability to fully understand and apply the western advanced management theory and methodology, this thesis will discuss the performance management system operation and developing in XJ Company in several aspects such as organization building, company culture re-shaping, performance management training, electronic informatization system follow-up, staged trial and promotion, etc.The study & design on performance management system based on XJ company's strategy and real condition is useful for other kindred stated owned companies to establish scientific and standard performance management by balanced scorecard methods.
