| The city is the political, economic and cultural center of the country or certain area. It's modern elements such as population, building ,enterprise,commerce and traffic are concentrated highly.The types ,the frequency ,damage and impact caused of the unexpected incidents that happen , are much higher than non-urban areas, and near dozens years ,it leads to the increasing of the risk factors which cause disasters and accidents, a variety of emergencies unabated. The disaster accident in cities not only causes heavy losses to urban resident life and property,but also may causes great impact in economic and society of its surrounding areas. Therefore, the searches of urban public crisis management become important problem which attract attentions of various circles of society and government both at home and abroad. It is necessary for a city to build an effieient and integted urban public crisis management model if the city wants to modernize its management. In many cities of the developed countries,urban public crisis management model has become the essential part of pcople's daily lifes; It has even become the symbol project which will display the quality of a city's management. How to build an effieient urban public crisis management model has become the important mission that the city manager should deal with. Accordingly,the thesis makes a preliminary study on the choice to urban public crisis management model in our country city.The thesis is divided into 6 chapters. The chapter 1 analyzes the urgency of the urban public crisis management, points out the great significance and elaborates the present situation of the research to the urban public crisis management, and makes inductions to the main research mentality and the methods of this article. The chapter 2,in the base of analyzing the type of urban public crisis, elaborates elementary theory of urban public crisis management,points out the constituted elements of urban public crisis management system, elaborates the definition of urban public crisis management model, makes a preliminary classification of urban public crisis management model.Finally,it established a system of urban public crisis management model at the first time. The chapter 3 systematic analysis the urban public crisis management model at home: Beijing Model,GuangZhou Model,ShangHai Model and Tokyo Model,New York Model abroad respectively,and makes comprehensive comparison to them,points out the lack of China's current typical urban public crisis management model, aggregates the successful experience of urban public crisis management model abroad. The chapter 4 points out the basic goals and the tasks of the city building of a harmonious society in China through analysizing the current situation of China's urban public crisis management,thus raises the changing direction of the functions of China's urban public crisis management under the context of a harmonious society. The chapter 5 raises the overall framework of China's urban public crisis management model to the needs of building a harmonious society. and,based on City economic strength and the size of cities, divides The Chinese cities into four categories: developed cities, new cities, old industrial cities, small cities through Plane Coordinate law. On this basis , it makes a preliminary study on the selection of China's urban public crisis management model all regions in China. The paper has been opened this new research field—the research of China's urban public crisis management model selection. At the same time,it makes seriously summary and detailed investigation of the selection and the construction of City public crisis management model in Nanning which is the development of China's emerging cities. The ease provides an effective reference model to the selection and the construction activities of urban public crisis management mode in China's various cities.
