Performance Management is an outcome of enterprise innovation management in the New Economy Era. Implementing effective performance management can boost the competitive power of the enterprise and create conditions for its sustainable development. As an important part of performance management, performance evaluation plays an important role in aspects such as supplying decision-making information for enterprise management, strengthening inner control, inducting managements to achieve the enterprise goals by the means of implementing special indicators and standards and using scientific methods.In this paper, the theory and the method of Balanced Scorecard are used for reference on designing evaluation index-system of performance. Through studying and using the foreign modern theoretical results and experiences in the field of performance evaluation for reference and aiming at the problems and weakness in the military industry enterprise performance evaluation nowadays and combining the material practice of the military industry enterprise of our country, we explore the evaluation system and method which is suitable for the military industry enterprise in our country. The following main contents are studied:1.Combining the current characteristics of our military industry enterprise and the actual status of military industry enterprise performance evaluation , on the basis of the analysis and comparison of the primary mode of enterprise performance evaluation system, Balanced Scorecard is named to be a more excellent performance evaluation system in the new era.2. Constituting the performance evaluation index system in the military industry enterprise on the basis of Balanced Scorecard. The general principle of designing a performance evaluation system is brought forth: On the basis of constituting the performance evaluation system and on the basis of the theory of the Balanced Scorecard, the quantitive and qualitative evaluation index system is designed in 4 aspects which are finance, client, internal flow, study and growth. And also the warrant and the standard of the evaluation index system are brought forth; Analyzing the methods by using which the indicator weighing evaluation, the evaluating values of the quantitive and qualitative evaluation index system and the integrate evaluating values of the index system are determined. Forming the performance evaluation index system on the basis of Balanced Scorecard. The performance evaluation index system based on the Balanced Scorecard is formed.3.Taking the strategic execution of certain state-owned military industry enterprise as the object with the use of the evaluation model for the performance and the index system to evaluate the strategic performances, which includes: To bring forth the general approach and method of evaluation measure of the strategic performance; to deal with the data compositively, then using the Delphi Method to calculate the weight in each index system, using the efficiency coefficient method to calculate the mensurable index in the index system, and using the index grade method to calculate the qualitative index in the index system. To work out the numerical value of the Balanced Scorecard of the certain aviation corporation in the annual year of 2004 and 2005.To analyse the reason why there are differences among the data in different levels. To find out the weakness tache in the strategic execution process and put forward revised suggestion so that the strategic target can be executed and realised.4. From two points of view, the appraiser and of the appraised, the countermeasure implemented to increase the operation performance in the military industry enterprise are brought forth.
