Recently, most government investment projects use self-managed way, which has many insurmountable disadvantages, of public bidding and purchasing to manage governmental project. Regions of developed countries list governmental investment projects as a part of governmental purchasing, and establish a management system of governmental projects, such as setting up professional organization, and strengthening Government supervision, permission of contractors, special contract conditions, and project guaranty. Advanced model cities in Mainland China conduct many trials and exploration of bidding and purchasing mode of governmental investment projects , and point out institution-shape and enterprise-shape governmental investment bidding and purchasing management modes.Most of the Heilongjiang provincial government investment projects adopt the traditional self-managed way of bidding and purchasing patterns. The new-organized Construction and Management Center of Government Investment Projects had finished 12 items of government bidding and purchasing tasks, carried on positive practice and exploration on bidding and purchasing management patterns of Heilongjiang Province governmental investment projects. In accordance with the situation of Heilongjiang Province and trial situation of bidding and purchasing patterns of China government investment projects, Heilongjiang Province will adopt institution-shape concentrate construction patterns in near future, while enterprise-shape substitute construction patterns in the long-term.Recently institution-shape short-term concentrate construction patterns including First-level Designated Procurement, that is, entrusted by the government, Construction Management Center manages governmental projects as owner in accordance with the Bidding Law; and organized design, construction, supervision and goods etc., according to Governmental Procurement Law, as Second-level Bidding and Purchasing, the two processes. Corporate long-term business model constructed, project management functions including the project management contract to First-level Bidding and Purchasing; and project management companies bidding and purchasing supervision companies, design companies, contractors and vendors, as Second-level Bidding and Purchasing. This objective mode solves the problems of principal-agent model, professional management, the principal figure and governmental investment projects.Xxx management empirical bidding for government investment projects analysis and prove the application effort and problem of the objective patterns in practising the specific projects.
