The quality of a project is not only in relation to the suitability and the effect of an investment of a project, but also in relation to the safety of the people's lives and properties. The effective operation of the quality management system is the care of the management system. It also is the important method to improve both the project and the working quality. Therefore, taking the project of Dadingzi Mountain as an example, author researches its quality management system and set up its IQM-ISO quality management system to solve the problems that exist in management system currently. Through the researching, the author finds that the system carries realistic significance to improve the quality of the project and the work and secure the high- quality construction of the project.Firstly, author carries on the outline of the theory and the basic category of the quality management system. In analyzes the characteristics and basis principles of Total Quality Management and ISO9000 quality management system, author has carried on the contrast to both, she gets the conclusion that both rationale and the ultimate objective are consistent, however, the Total Quality Management system emphasizes the product quality and organization's unceasing improvement, but ISO9000 emphasizes the compliance, again in realization quality control standards and unity. These conclusions lay the theoretical foundation for established the Dadingzi Mountain engineering project TQM-ISO quality control system. Secondly, through to the project practice investigation and the thorough understanding, author carries on the analysis to its present quality control system, from the quality control system overall frame, the construction side, the unit in charge of the project and founds the problems which exist in the three aspects. After that author analyzes the reason that causes the problems. Finally, integrating Total Quality Management and the ISO9000 quality control system, author constructs the project TQM-ISO quality control system of Dadingzi mountain engineering, which is the core content of the paper. In the part, author introduces the system construction mentality. Author carries on the elaboration from the system overall frame, the construction side, the unit in charge of the project three aspects separately. In author's opinion, the construction side constructs the quality control system according to the Total Quality Management, the unit in charge of the project according to the ISO9000 construction quality control system as well as from the quality surveillance mechanism, the organization coordinated the mechanism, the quality system control mechanism and quality improvement mechanism several aspects discussed this project TQM-ISO quality control system movement mechanism. Lastly, author proposes the safeguards implementation measure of the Dadingzi mountain engineering project TQM-ISO quality control system from the quality educational work, the standardized work, the measurement work, the quality information system and the quality control responsibility system five aspects.
