The Support Of Development Bank Heilongjiang Branch To The Economic Development Of Province

China Development Bank (CDB) Heilongjiang Branch is the finance institute particular to the government. It's actively cooperated with the policies on the industries as well as made effective contributions to the implementation of the regional development policies during different social economic development period. To help revitalize the old industrial bases in Northeast, CDB Heilongjiang Branch got remarkable achievements, and met some difficulties.This article is focused on the research of CDB Heilongjiang Branch's supporting on the vigorous economic growth of Heilongjiang Province. Based on the research of Development Finance Theory and regional economic development theory, CDB Heilongjiang Branch's economic supports to the local area are investigated and analyzed. The economic particularity, economic level, credit environment, and projects operation are analyzed in this article. By drawing on the experience of typical overseas Development Finance, proper solutions are given to develop the economic operational mechanism according to the state and regional situations. The choice is had to be made to use Development Financial methods or National Financial ones in different area, situations or period of time. The integrated operational mechanism in a development financial institution could be built only if Development Finance and National Finance were properly combined. This article also provides risk management models for CDB Heilongjiang Branch according to the regional situations.
