Countermeasure Research On Gansu Province’s Financial Support For Rural Economic Development

The 19th National Congress of the Communist Party of China proposed that the rural revitalization strategy is an inevitable requirement for the great rejuvenation of the Chinese nation and the realization of the Chinese dream.This shows the importance of the word "agriculture",and to achieve the rural revitalization strategy,we must break the backward development of the rural economy.Gansu Province,as China’s agricultural province,accounts for 58.32% of the rural population in the year 2017.Therefore,solving the rural problems in Gansu Province is extremely important in realizing the rural revitalization strategy of Gansu Province.Due to China’s special industrial structure,rural issues have a very important position in China’s economic development.The weakness of rural problems will inevitably lead to the instability of the "three rural",which will not only form a certain degree for Gansu Province to further expand domestic demand and achieve economic stability.Restrictions,but also have a great negative impact on further strengthening the regional development momentum and effectively maintaining social stability.Therefore,it is an important task for the Gansu Provincial Party Committee and the provincial government to further resolve the problems of insufficient economic development,insufficient rural idle labor,and slow increase in farmers’ income.Based on the actual problems of Gansu Province’s own rural areas,according to the research results of domestic and foreign governments supporting rural economic development,this paper analyzes and analyzes the current situation of rural economic problems in Gansu Province and the status quo of financial support policies,and analyzes the existence of rural infrastructure backwardness and agricultural modernization.The process is slow,the rural financial mechanism is not perfect,the urban-rural dual structure is irrational,and the rural residents have difficulties in increasing their incomes.The objective analysis of the causes of the problems has been carried out.On this basis,in response to the problems existing in the Gansu provincial government’s support for rural economic development,relevant countermeasures and suggestions are proposed,including: promoting the establishment and improvement of the financial investment guarantee mechanism for implementing the rural revitalization strategy,strengthening the rural infrastructure construction in Gansu Province;and promoting the structural reform of the agricultural supply side.Implement the reform of the agricultural subsidy system to promote the process of agricultural modernization;accelerate the improvement of the rural financial system,break the rural economic and social dual system to build a community of urban and rural destiny;train new professional farmers.
