The political and economic background in today's China is indispensable for the development of enterprises in China. The speedy development of Chinese economy offers favorable conditions and makes strict requirements for development of domestic enterprises in China. As a typical northeastern state-owned enterprise, facing more and more fierce competition in the market and undertaking heavy historical burden, Acheng Relay Co. Ltd. starts major reforms on property right system, operation regime and management regime, namely, separating auxiliary entities from the enterprise, splitting social function organizations off the enterprise, making subsidiaries out of supportive branches and making prime operations as branches. In this way, ten branches with more specific business scope are established under the parent company. And Acheng Relay ARPPA Company (hereinafter referred to as "ARPPA") is set up on this background. As a newly established branch, ARPPA has to focus on operation and management, enterprise strategic management particularly, to survive and further develop.Taking ARPPA for instance, this thesis adopts modern theories on strategic management to study how to work out feasible development strategies according to the actuality in ARPPA so as to guide its development. Based on the analysis of internal and external environments of ARPPA, through comparative analysis of its resources and abilities, this thesis discusses current "opportunities and threats" and "advantages and disadvantages" in the course of development. Accordingly, it figures out the strategies for ARPPA and finally proposes policies to ensure successful implementation of such strategies. Through the case study on ARPPA, this thesis discusses planning and implementation of development strategies for the medium-small sized enterprise. The research result of this thesis not only carries operational significance to ARPPA, but also provides a feasible concept for Acheng Relay branches and subsidiaries and other medium-small sized enterprise to make strategic development.
