With the rapid development of Chinese economy and the notable rise of living standard of Chinese people, small and medium decoration enterprises spring up promptly. Unfortunately most of them are short-lived and very few got bigger. However, they came one after another to prop more than fifty percent of the family decoration together with small and medium size of public decoration. Meanwhile, because it's easy to join in and give up, it provides a good opportunity of starting a business for people from humble family. Also, as a labor-intensive industry, it gives extensive surplus rural laborers a lot of job opportunities in the cities.Owing to this, I make use of enterprise competitive power theories, both ancient and modern , Chinese and foreign, particularly core competitive power theories, human resources development and management theories, quality management theories, risk management theories, marketing theories, leading science theories and so on to analyze and find out solutions to actual problems in the starting and development of small and medium decoration enterprises, especially those bottleneck problems.Concrete steps are as follows: firstly, analyze the background and significance; secondly, analyze the current research on this ,home and abroad, including general theories of the starting and development of small and medium enterprises and enterprise competitive power theories; thirdly, study the boundaries, status and characteristics, current situation and future development trend of small and medium decoration enterprises; lastly, study bottleneck problems in the starting and development of small and medium decoration enterprises, including quality management problems, contract leakage problems, business problems, risk management problems and leadership problems.
