A Study On The Assistance Of Poor Rural Households

The concept of expenditure based poverty relief was first proposed in 2007 by the Shanghai Municipal Bureau of civil affairs,is a new type of relief system for the protection of illness,education,housing and other rigid spending huge lead to poor families and the establishment of the basic needs of life.Since then,the Chinese government has begun to pay attention to the social vulnerable groups of the poor families,which have been introduced for the relief of poor families.It is the direction of the development of social assistance and the development of social progress to extend the income from the income type to the expenditure type.Some places have set up a special system to protect the poor groups of expenditure,or temporary relief to them,to a large extent,ease the difficulties of their lives,and achieved good social effects.But generally speaking,China’s relative lack of supply of social assistance,the level of assistance can not adapt to the difficulties of the actual needs of the masses,management service capacity can not adapt to the development needs of relief system,these problems need to be solved in our.In this study,the rural poor families type expenditure in Zhenjiang city as an example,the rural poor family assistance expenditure in Zhenjiang city as the research object,to explore the local rural poverty relief work on family expenditure,through the issuance of questionnaires,data analysis,analysis of the causes of poor rural expenditure,while the domestic and foreign rural expenditure the poverty relief work summary and investigation of basic orientation,expenditure based poverty relief arrangements around the standard,types,income verification,and other aspects of the system transfer function,found in Zhenjiang rural areas rural expenditure based poverty relief related laws and regulations construction is not perfect,the relief object identified procedures are not standardized,lagging legislation,relief the lack of funds,the problem of weak grassroots work force.These problems not only restrict the operation of rural poverty relief system,but also seriously affect the effectiveness of social assistance.In view of the existing Zhenjiang rural expenditure poverty relief,from national expenditure based poverty relief system to implement the good city and foreign advanced experience of the research,put forward to actively explore the establishment of adapt to the current economic level of family expenditure poverty relief system,using hierarchical assistance,strengthen the cohesion between systems,expand social the scope of protection,the introduction of the implementation of rural expenditure based poverty relief policy,raising rural expenditure based poverty relief funds through multiple channels,improve the rural expenditure based poverty relief work mechanism,strengthen rural expenditure based poverty relief work team construction.
