At present, Hubei Telecom's fixed-line telephone business not only faces relative saturation, but also suffers from competition shunt and new technology's threat. Thus this business is on depreciation step by step. The company can't continue growing and need to be pushed strategic transformation.The paper analyses how to carry out business selection and evaluation, and how to allocate resources to achieve the transformation during implementing the development strategy. It is very important for Hubei Telecom to accept the group's idea and implement the strategic transformation positively on the basis of linking the local situation after making clear the above problem.Firstly, the paper divides Hubei Telecom's business into the present business and new one. During the present business's selection and evaluation, the development potential, competence, financial value and resource utilization of the present business are employed to reveal the value. It constructs a"present value-future value"decision model. After a primary analysis, the growth rate complements the result. During the new business's selection and evaluation, a"feasibility-future value"decision model is adopted.Secondly, being the following action of the business selection and evaluation, the preparation for implementation is also studied as a focus. Reasonable resource allocation is an important part of preparation for business implementation. This paper will discuss preparation for business implementation on the view of resource allocation. After investigating the existent resources and problems, the paper brings forward some advance on resource allocation of Hubei Telecom.The below conclusions are pointed out: first, on the basis of making a difference between present and new business and establishing different model, the paper educes the results on business selection and evaluation so as to make out the route for Hubei Telecom's business transformation; second, the paper evaluates the existent resources and provides some directive advance on resource allocation for Hubei Telecom.
