| At present,my country is in the superimposed period of ecological civilization construction and economic structure adjustment.Accelerating the transformation and development of resource-based cities has important theoretical and practical value.my country has shifted from a stage of rapid development to a stage of high-quality development.The transformation of resource-based cities is an important area for achieving high-quality development.However,the transformation and innovation capabilities of resource-based cities cannot meet the requirements of high-quality development,the economic foundation is not yet stable,the ecological and environmental protection tasks are arduous,the gap between urban and rural development and income distribution is large,and there are shortcomings in people's livelihood security and social governance.Shaanxi Province is an important energy enrichment area in the country,and its reserves of coal,oil,and natural gas,as well as its current mining capacity,are among the top in the country.Under the dual-cycle development model and the new pattern of “One Belt and One Road”,taking resource-based cities in Shaanxi Province as the research object,we have a deep understanding of the current development characteristics and development requirements of resource-based cities in the new era,and the transformation capabilities and transformation of resource-based cities In-depth study of the model is particularly important and has important guiding significance for promoting the high-quality development of the western region.This article is developed through a combination of theoretical research and practical exploration.First,on the basis of recognizing the transformation of resource-based cities,it analyzes the internal conditions that promote the transformation of resource-based cities and the external forces affecting the transformation of resource-based cities,and constructs a theoretical analysis framework for the transformation of resource-based cities.After identifying the key indicators of resource-based cities in Shaanxi Province and the degree of resource contribution,48 resource-based cities(counties,districts)were identified as the research objects;the current characteristics of resource-based cities in Shaanxi Province and the problems in their transformation were systematically analyzed.Based on this,a resource-based city transformation capability system was constructed,and the comprehensive multi-index comprehensive evaluation method,analytic hierarchy process,and mean square error decision analysis method were used to evaluate the transformation capability of resource-based cities in Shaanxi Province and make early warning judgments;As a result,the “three-dimensional structure” method was used to comprehensively classify resource-based cities;a universal model and a multi-dimensional response model for resource-based city transformation were constructed,a cost-benefit analysis was conducted on the transformation model,and transformation models for different types of cities were proposed.Choose and regulate the path.Finally,the following research conclusions are formed:(1)The transformation of resource-based cities is a complex and systematic project,and an early warning system for the transformation of resource-based cities in the new era should be established for early warning judgment.The transformation of resource-based cities refers to the systematic changes in the various subsystems of population,resources,environment,economy and society that constitute resource-based cities.It is not only a profound social and economic reform,but also involves major breakthroughs in economic structure,leading industries,technological innovation,and social system,as well as a series of transformation processes in people's thinking and concepts and the ecological environment.For resource-based cities,the "structural crisis" of resource-based cities is not a sudden outbreak.A dynamic monitoring and early warning system for the transformation and development of resource-based cities should be established to make early-warning judgments on the transformation of resourcebased cities,from passive transformation after resource exhaustion to active transformation and early transformation,thereby reducing the transformation cost of resource-based cities and achieving stability Transformation and healthy development.(2)"Interaction between internal forces and external forces" is the fundamental reason for the transformation of resource-based cities.Internal forces are the interaction forces within the resource-based city system,including internal pulling forces and system pressure;external forces are the forces acting on the system from factors outside the resource-based city system,including external driving forces and constraints.When pressure + restraint> pull power + impetus,resource-based cities are in decline;only when pull power + push> pressure + restraint can resource-based cities achieve successful transformation.Internal driving force is the internal source of the resource-based city system and the main driving force for transformation and development.It is divided into: population competitiveness,resource support,economic development,environmental carrying capacity and social security;the external driving force is resourcebased city Supporting factors for transformational development.(3)The transformation ability of resource-based cities is most closely related to environmental carrying capacity,followed by resource support,then economic development,population competitiveness,and social security.Correlation analysis of the transformation capacity of 48 resource-based cities(counties,districts)in Shaanxi Province is carried out,and it is concluded that the transformation capacity of resource-based cities is most closely related to the environmental carrying capacity,with a correlation coefficient of up to 0.912;followed by resource support.The correlation coefficient reaches 0.900;again,the economic development power,the correlation coefficient is 0.770;then the population competitiveness,the correlation coefficient is 0.477;finally,the social security power,the correlation coefficient is 0.456.It can be seen that the transformation capacity of resource-based cities is most closely related to environmental carrying capacity,followed by resource support;then economic development,population competitiveness,and social security.At the same time,it can be seen from the correlation coefficients between the transformation capabilities of various systems that improving population competitiveness and social security can effectively drive economic development,and resource support and environmental carrying capacity are mutually beneficial.(4)From the perspective of cost-benefit analysis of the transformation model,transformation in the mature period is the optimal period for the transformation of resource-based cities,and the cost of transformation is the most costly in the period of decline.Choosing the right time for transformation and a scientific transformation model are crucial to reducing transformation costs and achieving a smooth transformation.Generally speaking,the earlier the transformation consciousness,the greater the transformation intensity and the shorter the duration,the easier the transformation will be successful.For the same resource-based city,it is the least costly to start the transformation in the mature period;to implement the transformation when the resource-based city is close to decline,the cost is the greatest.The timing of the transition is different,and the development trend and trajectory of resource-based cities are also very different.Therefore,the transformation of resource-based cities in the new era is not a forced transformation after the exhaustion of resources in the traditional sense;it is an active transformation based on the requirements of green development and high-quality development.We should take precautions,carry out early avoidance transformation in the growth period,active transformation in the mature period,and emergency transformation in the recession period.(5)The overall mode of resource-based city transformation is: guided by the transformation of ideas,with the core of economic transformation,through economic transformation to drive social transformation and environmental transformation,and finally realize the transformation of urban development mode.Analyzing the transformation capability system of resource-based cities,it is found that there are correlations among various transformation systems of resource-based cities;among them,the correlation coefficient between economic transformation capability and environmental transformation capability is 0.525,which is between economic transformation capability and social transformation capability The correlation coefficient is 0.628;the correlation coefficient between environmental transformation ability and resource transformation ability is as high as 0.908.Therefore,it can be seen that taking economic transformation as the core can better promote environmental transformation and social transformation,and then promote resource transformation through environmental transformation,and promote population transformation through social transformation;and finally,it will act together in resource-based cities through the transformation system.Promote the transformation of urban development mode.Therefore,the overall model of resource-based city transformation is proposed: guided by the transformation of ideas,with the core of economic transformation,through economic transformation to drive social transformation and environmental transformation,and finally realize the transformation of urban development mode.Among them,the transformation of economic development mode is the core,and the environmental protection of resources is a necessary condition,which plays a powerful role in promoting the transformation of resource-based cities. |
