With the economic growth and the progress of human civilization, about the rational exploitation and utilization of urban underground space, had already become a value topic in global countries and regions gradually. Europe and America and Japanese etc. carried out active exploration and construction early in this realm. In near half century, about the urban underground space realm in China, also along with the economy development and the city demand, our country had obtained a fast development. Due to our country have a vast territory, large population and the great economic differences between each regions, about subsurface development and utilization, lag far behind more foreign which were introduced earlier.This text has presented the development origin of subsurface and the development situation of Chinese urban subsurface; reviewed and introduced the development process and exterior environment of some countries of Europe and America at the underground space. To emphasized the development process about Japanese which is the insularity and was empty of the land resource in the underground space for learning and reference.Refer to internal environment and construction structure of Chinese subsurface development and utilization, made to describe in detail in accordance with our country legislation work would be perfected and the measure in the present stage. To analyze and describe the development and exploitation of urban underground space actively, China's economy has developed rapidly. In the face of the important historical period, reasonable, moderate, valid of development and make use of underground space, is an important historical mission of the society development and the demand of human civilization...
