In the urban development, the model performances of survival crisis are the tendency that the city space expands infinitely and the city land resource dwindles increasingly along with a series of contradictions initiates from this. In order to resolve the contradictions, the city starts the three-dimensional development, the underground space becomes the latent and rich natural resource.At present,the exploitation and utilization of the underground space in our country is still in its primary stage, progress ever has achieved both in theory and practice is limited, and most of all is in pieces and lacking of system,and mostly concentrates in the field of construction engineering. In addition, quite few researches on the exploitation and utilization of the underground space in the concrete city. Correspondingly, Harbin's development has already achieved the stage which needs to have the plan, in steps, systemic development of underground space.Therefore, the paper takes Harbin City for the example. Firstly, researches on the domestic and foreign present situation in the exploitation and utilization of the underground space, as well as the correlation theories. Secondly, through comprehensive, plentiful, in-depth investigation, introduces the present situation in the exploitation and utilization of the underground space in Harbin City. From this, summarizes the questions which exist at present. Thirdly, bases on the sustainable development theory, the land rent theory, the land use programming theory, analyzes the factors which affect the exploitation and utilization of the underground space in Harbin City.
