Refreasing The Old Northeast Industrial Zones Through Industrial Agglomeration

As a substantial strategy of the coordinated, sustainable and well-developed national economy, the method of increasing the modification, reconstruction and promotion of old industrial bases in northeast China are much more important. The writer thinks that industrial agglomeration is necessary to the revival of old industrial bases in northeast China.From the perspective of global background, more and more countries regard industry agglomeration as the strategy of the development of industry, promotion of medium and small enterprises, increase of regional economy, and rural industrialization and urbanization. Economic globalization has increased the pressures of international competition for our nation's regional industrial development; new technological revolution has accelerated the transfer resulted from industrial upgrade of developed countries; therefore, our nation's regional development will confront a substantial modification. From the perspective of domestic situation, the contradiction of structural surplus will continuously exist and the mechanism of economic operation will be further marketization. The phrase of purely focusing on expansion and improving economic development by industrial expansion is almost completed. Our economic development is transferring to a new phrase of focusing on buyer's market and the improvement of whole quality, and it will enter into a new phrase. Meanwhile, the resemblance of the structure of regional industry is gradually emerged and low-level of redundant construction, production and blind competition is substantially serious. In order to satisfy the new requirements and changes of domestic economic situation, it is necessary for northeast area to rebuild the industrial connection between enterprises, realize industrial agglomeration, and change the old industry bases in planned economy era to heavy chemical and equipment manufacturing industry as well as clusters of high-tech industry in the system of market economy.During China's industrial agglomeration, old industrial bases in northeast China are being gradually marginalized.In order to remain the position of old industrial bases, it is necessary to conform to objective laws of industrial development under globalization, strive to improve and intensify industrial agglomeration, and improve competitive powers and economic returns. Industrial agglomeration is one of the most measures to revitalize the economy of China's northeast. On the basis of the environment of high-quality market, the realization of industrial agglomeration need accordingly set up positive policies, create the economy and social mechanism suitable for rapid industrial agglomeration and development, innovate in ideology, break the old ideas in planned economy and set up new ideas in market economy, and break the old idea about employment and set up brand-new ideas on flow of talented personnel.
