| The important modern trends of international capital flow is that the internationalcapitals have been flowing rapidly into developing countries and those capitals are theimportant force in the evolution of the industry structures and the economics development ofa developing country (or region). This paper is talking about how the foreign capitals to helpto develop regional economics on the basis of actual data through the analysis of geographicaleconomics and industry economics, in particular the connection between qualitative andquantitative in developing the structure of regional industry;discussing the main function ofthe foreign capital in the developing of the structure of the north-east industry base and givingsuggestive views and supportive theory for completing the structure of north-east old industrybase.Since the beginning of reform and opening up, the old industrial bases in northeast Chinahas already absorbed a certain amount of international investment. These capitals have beennewly emerging force in the evolution of the industrial structure. The direct investment hasbrought the connections among the investment, trading interactive and the transfer of industryin north-east industry structure. Thus enhance the connection of industry structure betweenthe north-east and all the other countries. This connection will be widened to the whole worldby developing the regional industry structure and its adjustment. The important present task ofdeveloping north-east economics is to build up a strong system of competitive north-easteconomics in a global environment and will accelerate the international process of industrystructure.This paper is based on the Marxist dialectical materialism and combined with standardstudy and proof study;with quantitative analysis and the qualitative analysis and with theoryanalysis and practical applications. Collecting lots of information and building up a statisticalregression model, the scientific conclusion are made with theory and application value.Standing in global directions and combining with the knowledge of geographiceconomics, structure economics, international finance, international investment and thedeveloping economics, the structure of the regional industry and the movement system of theprocessing of industry structure have been studied. The study and analysis of regionalindustry structure is a professional specialty of geography. To use the different thinking ofgeography and economics in analyzing and solving the function of using foreign capital isquite match. Economists try to use geographic ways to study economics and geographersenlarged their visions as well. From the point of geographic view to study the foreign capitalin a country which is invested helping the processing of industry structure is not only toenlarge the geographic study field but also to develop the study more deeply. From the pointof processing of regional industry structure and on the basis of human geography, theanalytical study of foreign capital (mainly foreign direct investment) to the host country (orregion) affected the processing of the industrial structure, has its double urgent meaning intheory and practical area.The structure of the paper can be divided as follows: forwards;main parts andconclusion. The main part also can be divided into three parts: theory part;proof part andcountermeasures. That can make the logical system of theory-application-countermeasure.The first part: the theory part, including chapter one and chapter two. These mainlyinclude the theories of the use of foreign capital, industry structure, the impact of foreigninvestment on the industrial structure and the system of processing of industry structure.Chapter one tells about the general theory of the use of foreign capital and industry structures.This is the basic theory of the whole paper. First we talk about the main theories of foreigncapital used in host country, such as, Harold -Doma models, the "double-gap" models,foreign debt cycle theory and Marxist theory of using foreign capital, the utilization of foreigninvestment aimed at developing a theory of thought, analysis and the limitations of itstheoretical contribution. After these analyses, we can find out Chinese way of using foreignfunds. Secondly after analyzing the processing of industry structure theory, and illustratingthe meaning and the goal and the theory of the adjustment of industry structure, we go into themain theory of the paper. That is, the affection of the processing of industry structure by usingforeign capital. At present, there is seldom taking the host country as the main part to studythe theory. The main theories are echelon model theory, the international developing periodtheory and new industrialized theory. That makes the strategic goals between the host countryand the international company. Chapter two is talking about the evolution system ofprocessing system in regional economics. This chapter put the theory and the proof together.From the inner mechanisms and outer mechanisms of regional industry structures as thebeginning, we discuss the system of a host country in using the foreign capital. First, from thefactor of supply and demand, the improvement of technology, the interference of government,we analyze the evolution system of the industry structures. Second, we analyze the outsidestructures. Finally, build up those efficiencies in productivities, distribution of resources andthe transform of the technology through the industry structures by using the foreign capital.These are the main purposes of using foreign capital in host country.The second part: proof part. In the third chapter, according the present stage of industrystructure of north-east and the practice of using foreign capital, we get the functions of thechanging structures by using the foreign funds. The use of foreign capital in north-east hasbeen past 20 years and there are lots of practical experiences and lessons which could bestudied. In north-east, manufacturing absorbed a large amount of foreign capital. 110 of theworld's 500 companies have come to north-east to invest. Especially in recent years, theforeign capital has been invested rapidly, which is on the high considerable proportion infixed assets and plays an important role in conversion on the northeast industrial structure.This role cannot be substituted by anything. This chapter is intended to analyze the industrialstructure of foreign investment in the evolution of old industrial bases in northeast China,which is the core of the text, mainly systematic study northeast industrial structure, foreignindustrial distribution, the effect of the evolution of the industrial structure of foreigninvestment in the Northeast. First, we analyze the characteristics of north-east industrystructure since the new republic of China founded. As a standard of World Bank and Japaneseindustry structure, we judge the stage of north-east industry structure. Secondly, we analyzethe course of foreign investment development and the characteristics of the structure ofnorth-east since reformation and opening policy started. On this basis, we make a plus orminus analysis on the role of the industrial structure of the old industrial bases in northeastChina effected from the foreign capital.The third part: the countermeasure. That is chapter four, in which we talks about thestrategies of using foreign capital to promote the industry structure in north-east. First wetalks about the basis of the processing of the structure. That is the ability of adjustmentof the structure and we must point out that the regional integrity, technological innovationmechanisms, institutional arrangements, the extremely expanding and the globalizationeffects are the great power for evolution of the industrial structure. Secondly, according theprinciples of the regional division of labor, internationalization and marketing, we decidedwhich industry departments are the major to attract foreign investment. Finally, tells severalcountermeasures to promote the evolution of the industrial structure in the use of the foreigncapital, based on existing strengths in terms of attracting foreign investment and industrialdevelopment, the major readjustment of the industrial world to seize the opportunity and builda model of the evolution of the industrial structure in the use of foreign investment strategies.In the end of the paper, I think that the foreign capital is important channel to push theprocessing of industry structure. Now industrial structure in the northeast is moving from theinitial stage to the middle stage. Foreign industrial northeast promoted high degree ofprocessing of industrial structures, the structure of foreign industrial northeast promote thedevelopment of technology-intensive industries. In my papers there are a number ofdeficiencies to research in theory, proof and method tools in the future. |
