The Research On Medical Security Mode Of Urban Children In China

After the reform of medical insurance system for urban workers in 1998, China's urban children medical security system has actually disappeared. Then a few cities and regions have engaged in some exploration, but none of them have the possibility to be a unified policy. In 2007, a national basic medical insurance system for urban residents was started. The urban children medical security was formally incorporated into national social health insurance system, but also its implementation is still unknown now. Because of this, the research of children health insurance designing becomes very necessary.This thesis first admits the establishment of universal health-care system provides a basis for the design and implementation of the urban children medical security system. Then mainly through theoretical analysis and comparison of children medical systems in different countries of different medical security systems, the experience of the development was learned. In the new universal health insurance system, children's health insurance's operation still has some potential problems such as the principle of voluntary participation, out-patient medical expenses not reimbursed. At last the corresponding countermeasures were given out for better development of China's urban children medical security system.The main characteristics and innovation of this thesis is that the mode of urban children medical system was independently researched. And taking the new universal health-care system as the future basis of children's medical security system, potential problems of the children health insurance and the author's recommendations was listed.
