Research On Balancing Urban And Rural Residents Medical Security Systems Of Ningxia Autonomous Region

Influencing the social stability and economic development, medical insurance is a basic social welfare policy made by government for people against disease, a critical component ofthe social security system, also an objective requirement to establishing the socialist market economic system and auxiliary project. Since2010, Ningxia has combined the basic medical insurance for urban residents and the new rural cooperative medical system, established the basicmedical insurance system for urban and rural residents within the whole region through overall planning, achieved a unified system including regulation frameworks, management system,policies and standards, payments and settlements, information system, auxiliary services. According to the actual situation of Ningxia urban and rural residents medical insurance reform,this paper,on the basis of relevant domestic and international research, uses several methodsincluding literature analysis, comparative analysis, empirical analysis to carry on the researchof Ningxia urban and rural residents medical insurance system. It is hoped to explore a way toNingxia urban and rural residents medical insurance, and make recommendations on urban and rural medical insurance in other areas.The whole thesis consists of six chapters.The first chapter is introduction, which presents the background, purpose, significance and the domestic and foreign related research. The second chapter summarizes relevant theories, puts forward the related theory from balancing urban and rural medical insurance system and philosophy, also provides a theoretical basis to Ningxia urban and rural residents medical insurance plan. The third chapter describes the history and present situation of medical insurance for urban and rural residents in Ningxia. Combined with the situation of implementation process, the fourth chapter finds the real reasons of the implementation status of Ningxia urbanand rural residents medical insurance through the internal, external, system philosophy theory.The fifth chapter, integrated with Ningxia actual situation, proposes some suggestions and countermeasures to the development of Ningxia urban and rural residents medical insurance system. Finally, the conclusion part summarizes the whole content.
