Since that real estate, which can bring huge profits to banks, has some characteristics like large amount of assets, the ability of maintaining value, and the clear property rights mechanism, it has already been become the most powerful collateral tool to the loan of commercial banks. On the background of the rapid growth of real estate investment and the flourish of real estate industry in China, commercial banks have input a large number of capital in the bussiness scope of real estate.However, because of the single financing channels, commercial banks are becoming the main bearer of financial risks of real estate. The risk continues to accumulate in the period of economic expansion, it will be extremely dangerous once the economic recession happens, and the risk will rapidly spread to the entire financial system and will influence the stability and development of the national economy. Therefore, it is positive to discuss the real estate mortgage loans of the banking risk control in the cyclical fluctuations.On the basis of research results on the domestic and abroad real estate mortgage loans, this article elaborates the theory of real estate cyclical fluctuations, inspects the changes of real estate mortgage loans in the process of economic cyclical fluctuations ,analyses those characteristics of cyclical fluctuations in real estate and the formation and impact factors of fluctuations in the real estate cycle; utilizes relative knowledge such as economics,finance, to objectively analyse the relevance between the cycle fluctuations of real estate and the risk of bank mortgage loan; learns from the foreign real estate mortgage risk prevention experience, combining actual conditions in China, then gives a reserch on the characteristics of cyclical fluctuations of the real estate and the risk of commercial banks mortgage loan. From both the macro and micro levels, this article has made the thought of how to control risks of real estate mortgage for commercial banks in China, including the improving the internal risk assessment system of the real estate mortgage of commercial banks, adapting to changes in the real estate cycle then adjusting to proportion of real estate mortgages, implementation of real estate securitization of mortgage loans, improving mortgage loan insurance mechanism.
