From the end of 2001, China has been in the World Trade Organization (WTO) for almost 10 years. Chinese companies are facing more and more difficult and diverse marketing competition from year to year, therefore, the promotion teams are positioned higher than any time they were before, and how to manage and stimulate the promotion team becomes a key issue.With modern performance management theory and tools and according to the feature of China Telecom, including BSC,KPI and HU Performance Assessment,etc. this paper investigated the performance management system in China Telecom thoroughly and proposed several brave but reasonable suggestions based on the discovered problems.This paper will let more managers especially those who are in the government owned companies realize the importance of performance management in marketing&PR and help them to set up a complete performance management system in their business.
